Economic Competitiveness & Inclusion Plan
Ramsey County has led the development of a comprehensive economic development strategy, centered around equitable growth and strengthening economic competitiveness. Led by the County with the help of a suite of local and national consultants, the plan consists of in-depth analysis of the County’s economy:
- a market and industry cluster analysis
- a property-based fiscal analysis
- a county-wide housing assessment
This work has shaped the development of an ambitious plan outlining economic and community objectives to pursue over the next decade. All of the plan’s recommendations have been constructed through a lens of equity and informed by extensive community engagement.
The Impact of COVID-19
COVID-19 has created massive economic disruption throughout Ramsey County. Additionally, communities of color have been disproportionately impacted by the virus and economically (job losses, loss of housing and household wealth, food insecurity, etc.). The EC&I Plan addresses these trends so that the County’s response can maximize economic recovery for all Ramsey County residents and businesses.
Timeline
Work kicked off in January 2020. The final plan was presented to the Ramsey County Board on March 23, 2021.
Stakeholders
Ramsey County municipalities, organizations and community groups, as well as residents and business owners provided data, municipal plans and policies, and feedback on evolving strategies and actions. A Steering Committee and working groups made up of community representatives provided overall leadership on the plan’s economic roadmap. We thank all participants for their time and contributions to improve this plan.
