Performs intermediate level professional accounting work in the maintenance of accounts and preparation of financial reports and statements; and performs related duties as required.
Information Specific to this Position: The focus of this position will be on capital projects (reporting, capitalizing, disposing, etc.) as well as monthly reporting of various internal cost allocations and journal entries (fuel, equipment, warehouse materials, etc.) for a regional water utility. The role also plays an integral part for capturing costs and maintaining several internal rate structures such as equipment data, as well as reviewing and uploading p card charges. This position is in the Accounting section of Saint Paul Regional Water Services, located at 1900 Rice Street (boarder of St. Paul & Roseville).

Responsibilities
Primary Responsibilities:
Maintains accurate accounting for departmental funds, projects, and completes allocations and accounting transactions including journal entries. Prepares financial projections, program income allocations, and financial reports for capital projects. Provides financial reports, variance analysis, and reconciliations for the year end audit. Prepares year-end financial statements and periodic financial reports. Assists with the preparation of the Annual Comprehensive Financial Report, including schedules, notes, and tables. Reviews accounting procedures and recommends changes in procedures as needed. Qualifications
Bachelor's degree in accounting, business administration, public administration or a related field including 24 quarter credits or equivalent semester credits in accounting courses.
AND
Two years of experience as an Accountant I or equivalent experience in maintaining accounts, analyzing financial data and preparing financial reports, preferably in a governmental accounting environment. (No substitution for education.)
Preferred Qualifications: Governmental accounting experience. Experience with accounting for capital assets. Experience using Enterprise Resource Planning (ERP) systems.
