Basic Function


The Aging & Disability Services | MnCHOICES Division within the Social Services Department is responsible for administering Home and Community Based Services. The division is comprised of three major functional areas: The MnCHOICES unit, Administration & Access unit, and the Case Management unit. It is a priority and expectation of the county and the department to operationalize racial equity across the administration of Home and Community Based Services, as well as grow an organizational culture that is value based: People, Integrity, Community, Equity, and Leadership; and embodies the Mission & Vision of Ramsey County.
 
This Supervisory position is within the MnCHOICES unit.  

The current vacancy is in Social Services – Aging and Disability and MnCHOICES area. This position will supervise Social Workers and Public Health Nurses who will provide screenings and face to face assessment services for people who have disabilities and/or are aging. This assessment will determine eligibility for HCBS programs, including Community Access for Disability Inclusion (CADI), Brain Injury Waiver (BI), Developmental Disability Rule 185 services, Developmental Disability Waiver (DD), Personal Care Assistance (PCA)services, Elderly Waiver (EW), and Alternative Care (AC). The Social Worker or Public Health Nurse will determine service needs, develop person-centered Support Plans; identify potential support services and community resources based on assessed support needs; complete necessary documentation; make support service recommendations using a strength-based approach, to help people stay in their homes or in their community safely and as independently as possible; and perform related duties as assigned.

To supervise and direct the work of a unit in the Social Services Department that provides social services within a designated program or specialty area; to plan, organize, assign, schedule, monitor, coordinate and evaluate the work of unit members; to provide training and guidance; to provide diagnostic and consultative services within the specialty area; to assist Human Service Managers in program, policy and procedural development; and to perform related duties as assigned.

Examples of Work Performed

  1. Promote a diverse, culturally competent, and respectful workplace.
  2. Supervise the work of social workers, case aides and clerical staff in a Social Service work unit by hiring staff, assigning cases, evaluating work performance and providing guidance for development; ensuring staff compliance with federal, state and local departmental laws, policies, procedures and regulations; conducting case consultations and unit meetings with social workers to monitor service delivery and resolve problems; recommending and administering disciplinary action; and otherwise supervising unit activities.
  3. Maintain liaison with representatives of public and private social service agencies; represent the unit or department in committee assignments, in interactions with community groups and in public speaking engagements.
  4. Collect and analyze unit data to monitor trends and developments relating to client and program needs, resource availability and staffing needs; recommend program priorities to the Human Services Manager and set priorities, goals and standards for the unit.
  5. Receive and respond to complaints or informational requests from clients, officials and the public.
  6. Recommend legal actions to the courts regarding client cases.
  7. Develop recommendations for review by Division director or Department Director on methods for implementation of changes in federal, state or local laws, regulations and policies affecting target population served.
  8. Plan, develop and present informational or training sessions to unit staff.
  9. Review and make recommendations on the impact of specific legislation, and serve on DHS rule-making committees as directed.
  10. Assist in interpreting laws, policies, rules and regulations.

Qualifications

Minimum Qualifications

Education:  Bachelor's degree in a social/behavioral science, or equivalent; and any combination of 23 credits or 230 continuing education hours in fields relating to social work.
 
Experience:  Six years of social work experience or equivalent.
 
Substitution:  Experience as a Ramsey County Human Services Case Aide 3 may substitute for general social work experience on the basis that two years of Case Aide 3 experience equals one year of general social work experience.  A maximum of six years of Ramsey County Human Services Case Aide 3 experience can be substituted for general social work experience.
 
A Master's Degree in Social Work may substitute for two years of the experience requirement. 
 
Certifications/Licensure:  None.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100%

The examination for Social Worker 4 will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Social Worker 4. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for three months or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list. The names of all applicants who pass the examination with a score of 40 or higher will be forwarded to the department for further consideration.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veterans' Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their DD214, and other supporting documents, and submit them as an attachment at the time of application.
