Responsibilities

Job Summary 

The Skills Development Manager serves as a senior member of the Employee Development Services (EDS) team and is responsible for assessing needs, planning, and implementing employee skills-based training, development activities, and programs to cultivate a skilled workforce.

This position directly supervises the Skills Development unit of EDS (4 staff members), with the responsibility of developing training, activities, and programs, coordinating efforts among the team, consulting with agency leaders, monitoring progress, and measuring impact.

This position also provides strategic support to the EDS manager and manages metrics and measures of EDS trainings and programs, reporting outputs, outcomes, and impact to the EDS Manager.

Under the leadership and guidance of the EDS Manager, this position is expected to operate as a close and collaborative partner with senior management, Human Resources, Employee Engagement, the Office of Equity, Access, and Inclusion, other agency leaders, and division training leaders and teams in the design and implementation of employee development training and programs.

Teleworking employees are required to live in Minnesota or in a state bordering Minnesota.

Qualifications

Minimum Qualifications Four (4) years or more* of professional experience in the learning and development field, or a closely related field. Experience must include: Assessing training needs, designing, developing, delivering, and evaluating training courses and programs. AND

One (1) year or more of professional experience supervising professional-level staff. This experience must include all of the following: Organizing, planning, prioritizing, and assigning work. Managing, advising, and coaching staff performance. Setting strategic direction and program goals for a team. Developing specific goals and setting strategic direction for a team. *Bachelor’s degree in education, human resource development (HRD), communications, or a closely related field may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD/EdD substitutes for twenty-four (24) months of experience.

Preferred Qualifications Knowledge of employee experience concepts to inform program design, methodologies, and priorities. Experience evaluating, negotiating, and securing speakers and facilitators. Experience setting work standards, guidelines, frameworks, and processes for a team. Experience coordinating, publishing, and managing a catalog of training/course offerings. Certified in facilitating Insights Discovery and Clifton Strengths assessments and training sessions. Experience using data to demonstrate training’s organizational impact. Experience with the State’s procurement and contracting process.

Physical Requirements Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
