This position will perform manual labor and operate hand tools, motorized hand operated equipment and motor vehicles less than 10K pounds GVWR including vehicle-trailer combinations in the construction, maintenance and repair of roads and highways; and to perform related duties as assigned.

If an internal candidate is selected, salary will be set in accordance with the personnel rules (i.e., promotion, transfer, or voluntary reduction).

Responsibilities

Examples of Work Performed

  1. Repair and maintain road and highway surfaces using shovels, asphalt rakes, grade stakes, brooms, air compressors, and jack hammers.
  2. Repair and maintain right-of-way areas by removing brush, tree limbs and rubbish, spreading crushed rock, shaping ditches, spreading black dirt and laying sod.
  3. Remove snow by shoveling crosswalks, intersections, bridge walks, and drains and by operating snowplows and sanding trucks.
  4. Control traffic by setting barricades, cones, and arrow boards and by using hand signals and flags, in order to ensure the safety of highway workers and motorists, and to ensure that traffic moves with a minimum amount of congestion.
  5. Construct and repair spillways, curbs, guardrails, storm drains, and culverts, by using cement mixers, curbing machines, wrenches, shovels, jack hammers, stakes and tapes.
  6. Clean and maintain equipment, power tools and hand tools.
  7. Make minor repairs to equipment on the job.

Minimum Qualifications

Education:  High School Diploma or equivalent.

 

Experience:  None.

Certifications/Licensure: A valid Minnesota driver’s license. Positions in this job class are subject to drug and alcohol testing pursuant to Department of Transportation rules and Ramsey County regulations. Testing negative is a condition of employment.

Note: Highway Maintenance Laborers will be required to obtain their CDL permit within 30 days of their first day of employment. Must obtain their CDL Class A license within their one-year probationary period.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:
 

Training and Experience Rating = 100% 

  • Physical Demand test = Pass/Fail

The examination for Highway Maintenance Laborer will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response.  Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.
 
Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Highway Maintenance Laborer. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list. Applicants who pass the training and experience rating with a score of 15 or higher will be forwarded to the department for an interview.
 
Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
