Basic Function

The current vacancy is in the Property Management Department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or county. 

The Director of Building Operations will plan and direct energy management, physical security and support services for multiple facilities with nearly 3 million square feet of space; implement the county’s climate action plan with year over year energy consumption reductions and improved building resiliency; implement policies and procedures related to physical security including those for video surveillance and card access systems and data management; oversee use and maintain the Enterprise Asset Management system (EAM), Service Request system (SRS), Continuity of Operations Planning (COOP), tenant manuals, service manuals, safety initiatives, and workplace emergency plans collaborating with Information Services and other departments. This role also has responsibility to develop and manage operating and capital plans for buildings specifically related to building efficiency and energy initiatives.   

Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Finger printing: The Bureau of Criminal Apprehension (BCA) and the FBI require the Property Management Department to submit fingerprint cards of new employees and to keep them on file for every employee that has access to areas where their databases or information are accessed, produced, used, or stored.

 

Bureau of Criminal Apprehension (BCA):

Certification by the Bureau of Criminal Apprehension (BCA) for authorized access to areas where the Criminal Justice Information System (CJIS) is accessed or CJIS information is stored is required after hire and the ability to maintain this certification every year.

This is an unclassified, at-will position, holding a confidential relation to the department head or elected official.   This position requires an open screening and selection process.  There is no exam for this unclassified, at-will, position.  All applicants who meet the minimum qualifications will be forwarded to the department for consideration.  Please read below for further instructions.
   
Definition of Unclassified from the Ramsey County Personnel Act:
Subdivision 1. General. "The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."

Responsibilities

Examples of Work Performed

  1. Promote a diverse, culturally competent, and respectful workplace.
  2. Assist the Director as principal assistant in the administration of all Property Management building activities, to include directing the work of Building managers.
  3. Assist the Director in organizing and implementing building related departmental activities, including identification of goals and objectives.
  4. Assist the Director in the preparation and presentation of Property Management building budgets for consideration by the County Board and administration of the budget to ensure the accuracy of revenues and propriety of expenditures.
  5. Act as department representative with government agencies, civic groups, and special interest groups to promote the County's interests as they relate to building operations in Property Management.   
  6. Represent the Property Management Department by serving on county-wide committees and the county management team, as directed.
  7. Perform special assignments as directed, including research and policy analysis related to the Property Management Department, and make recommendations based on the results of such analysis.
  8. Plan, direct and coordinate all operation and maintenance functions within assigned buildings to assure high quality building services are provided for staff, clients, and the public. 
  9. Prepare and present reports and analysis of complex issues related to the long-range planning for buildings and operations which have far reaching implications for County departments, as well as State and local municipalities, elected officials, businesses, community groups and interested citizens.
  10. Manage the operation and maintenance of Property Management buildings. Administer contracts of third party vendors providing direct and indirect services such as janitorial, security, energy, and other services. Direct the maintenance and repair of Property Management buildings, facilities, equipment, vehicles and grounds. 
  11. Manage Property Management related programs such as energy tracking, SOP manuals, computerized maintenance management systems, work order systems, building automation systems, etc.  Evaluate programs and services delivery and determine if they are achieving desired goals and objectives. 
  12. Direct assigned staff in developing work plans, including setting priorities to assure proper training and effective and efficient utilization of staff and equipment.
  13. Develop and manage operating and capital budgets for buildings in a manner that assures effective use of financial resources. Direct the purchase of materials and services in accordance with Ramsey County policy and procedures.   Coordinate budget preparation and implementation with the Director of Property Management. Prepare and manage annual operating budgets and capital improvement budgets.  
  14. Develop plans and specifications for purchase of equipment and services for building needs.  Identify outside funding sources and develop and coordinate grant proposals in response to program needs and goals. Analyze operating statements and advise on method to improve efficiency. Work with Budget and Accounting to monitor and administer the operating and capital improvement budgets.
  15. Administer the evaluation program for employees covered by collective bargaining agreements and non-represented employees.  Plan staffing levels, assist Personnel Department staff in coordinating examinations, conducting interviews and hiring staff. 
  16. Monitor workers compensation cases and coordinate with QRCs, attorneys and Risk Management on employee return to work programs. Integrate rules and regulations mandated by OSHA, EPA and Environmental Health in order to provide a safe work environment and hazard-free facilities.  Implement and direct Critical Incident Management Plan, facility safety programs, Blood-borne Diseases Exposure Control Plan, County Recycling and Emissions Programs.   
  17. Monitor and ensure compliance with Federal, State, City and County laws and regulations affecting building codes, ADA compliance, life safety codes and energy management regulations.
  18. Provide coordination of and direction to the building managers and staff to ensure that adequate measures are taken to maintain buildings, structures and properties owned by Ramsey County.
  19. Provide consultation, guidance and recommendations regarding facilities management and planning to other County departments, the County Board, the County Manager and other public and private organizations and entities; serves as liaison in an effort to foster the goals of the County Board as they relate to businesses and other governmental jurisdictions.
  20. Determine the need, design, implementation and administration of a comprehensive Energy Management Program for Property Management facilities.
  21. Assist in the preparation of County Board documentation, reports, manuals and other documents as they relate to assigned divisions.

Qualifications

Minimum Qualifications

Education:  Bachelor's degree in Architecture, Construction Management, Business Administration Facilities Management or a closely related field.

Experience:  Five years of progressive administrative experience in facility operations, construction management, or similar.  

Substitution: Experience beyond the minimum may be substituted for education.

Certifications/Licensure:  Must have and maintain a valid driver’s license.

Preferred:   Certification from a nationally recognized facility management program (IFMA or BOMA).
