The City of Saint Paul's Department of Planning and Economic Development is seeking to hire a Senior City Planner to join a team that is passionate about building a vibrant and dynamic Saint Paul by leveraging the strengths of a diverse urban core city. The successful candidate will contribute to a skilled team, strive for professional growth, and demonstrate a passion for serving the community.

This position works in collaboration with a full-time Senior City Planner on the pass-through grants function, and this position works under the direct supervision of the Planning Director. This is a part-time position, working 20 hours per week.

Typical Duties of the Position: Communicate with funders regarding pass-through grant program criteria, analyze project requests to determine eligibility, program fit, and review pre-applications for alignment with City housing and development priorities. Assist in presenting pass-through grant committee recommendations to PED leadership team. Provide technical assistance to approved applicants and to PED city planners and/or project managers on pass-through grant management, working with grants specialists as necessary. Create and edit City Council resolutions to apply for funding for the selected applicants and requesting Councilmember sponsorship of resolutions. With other planning staff, perform post-round reviews to analyze staff capacity, project pipelines, and evaluate pre-application process design to improve pre-application pass-through functions for future application cycles. Qualifications

A Bachelor's Degree in Urban Planning, Public Affairs, Public Administration, or a closely-related field, and four years of experience as a City Planner or equivalent.

A Master's Degree in Urban Planning or a closely-related field and two years of experience as a City Planner or equivalent is preferred.

Professional experience may be substituted for education on a year for year basis. A combination of education and experience must total eight (8) years or more.
