Basic Function

The current vacancy is in the County Manager's Department.  The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

 

Work in a cross-functional and team environment to lead the organization in advancing racial and health equity for Ramsey County with an emphasis on community engagement practices to connect with residents who experience disparities in outcomes. Develop, implement, maintain, and audit a comprehensive racial and health equity plan that advances Ramsey County to improve outcomes for all people of Ramsey County. Advise senior leadership on the resources, implications, and strategies to advance racial and health equity across all of Ramsey County programs, policies, procedures, and decision-making processes; and to perform related duties as assigned.  This position reports to a member of the Executive Team or Senior Leadership.


Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Responsibilities

Examples of Work Performed

  1. Advance Ramsey County’s strategic planning activities focusing on racial and health equity across the county system so that race can no longer be used to predict life outcomes for residents.
  2. Lead the development and updating of countywide policies and procedures that advance racial and health equity.
  3. Create an environment among leadership and staff that recognizes program impacts for all residents in Ramsey County, including disparities that exist for people across all racial and ethnic communities and people living with disabilities.
  4. Partner with Ramsey County leadership to guide the vision and strategy for advancing racial and health equity in all decision making, supporting aligned activities, establishing shared measurement practices, and ensuring support funding.
  5. Grow and strengthen the county's infrastructure to coordinate the implementation of a racial and health equity plan.
  6. Support the development of the county’s biennial budget, particularly related to racial and health equity and community engagement.
  7. Provide effective continuous communication with leadership and staff, along with public communications of the work of advancing racial and health equity, including development of common definitions, training materials, delivering presentations, and providing reports on program operations.
  8. Serve as a resource to leadership, staff, and community partners advocating for change and provide technical assistance to partners that seek to adopt policy, systems, and environmental change to advance racial and health equity.
  9. Monitor progress towards achieving the goals and strategies of advancing racial and health equity in all decision-making including tracking and regular reporting on outcomes.
  10. Develop and lead a county-wide racial equity plan and practice. Be responsible for the leadership, innovation, governance, and management necessary to identify, evaluate, and monitor the organization’s progress toward greater racial and health equity.
  11. Work in partnership with community to identify and advance solutions to develop appropriate county plans, programs, and processes.
  12. Lead key strategic, cross-department initiatives with teams and provide project direction and support to team members.
  13.  Assist in the advancement of all work across the county dedicated to advancing racial and health equity with an emphasis on community engagement.

Qualifications

Minimum Qualifications

Education:  Bachelor's degree in Public Policy, Public Health, Social Work, or a related field.

 

Experience:  Six years of progressively responsible program experience and/or management level experience with emphasis in racial and health equity or reducing disparities from a systems perspective.

 

Substitution:  Master’s degree may substitute for three years of the experience level; or a combination of education and experience that equates to ten years.

 

Certifications/Licensure:  None.

Exam/Screening Process Information

This is an unclassified, at-will position, holding a confidential relation to the department head or elected official. This position requires an open screening and selection process.  There is no exam for this unclassified, at-will, position.  All applicants who meet the minimum qualifications will be forwarded to the department for consideration.   

Definition of Unclassified from the Ramsey County Personnel Act:
Subdivision 1. General. "The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."

Veteran's Preference:  This is a classified position requiring an open, competitive selection process.  Veteran's Preference points will be applied after a candidate passes the examination process.  Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
