Primary Function of the Position Under the direction of the Chief Academic Officer, the Education and Training Senior Manager is responsible for planning, implementing, managing, and reporting HAP’s education and employment training programs. This position is critical in helping drive impact for our clients to access employment, education, training, and support services that help them to be competitive in the global work environment. The Education and Training Senior Manager is a member of HAP’s leadership team and serves as the strategic leader that manages activities across our Education and Jobs Training areas.

The candidate must demonstrate a strong work ethic, as well as integrity, accountability, and high performance in previous work experience. We are looking for a high performer/achiever, someone who is innovative, has a pulse on the trends of the intersection of ABE and Workforce Development industries and can drive programs and services towards results/outcomes. The Education and Training Senior Manager will provide overall leadership and administration for the Career & Job Training programs and should have experience in workforce development services that includes a combination of job training and adult education and literacy programs, specifically working with hard to serve populations, e.g., immigrants and refugees, English Language Learners and/or English as Second Language. This position works closely with HAP staff and external employer partners and post-secondary education institutions to strengthen our clients’ abilities to gain career advancement through hands-on work experience, job skills training, and obtaining industry recognized credentials and certifications. The Education and Training Senior Manager will be responsible for supervising case managers who work to deliver career and supportive services, and instructors and staff who provide bridge programming and on-site educational support. Primary responsibilities include support in the strategic direction and implementation of short-term training, and the development of an OIC Model; financial/contract management and budget building; staff supervision and training for managers and direct program staff; evaluation and reporting; and making contributions to the agency’s overall effectiveness. The position works to strategically partner with employers and partner agencies to ensure organizational compliance with all contract regulations and government laws, regulations, and statues.

Responsibilities

Position Responsibilities Career & Job Training • Participate in advisory and collaborative partnerships with workforce development providers and partners • Represents and promotes the agency’s mission and programs in a variety of public settings (public presentations, agency network meetings, etc.). • Oversee the implementation of training programs and initiatives to build high quality programs. • Manages the strategic direction of programming and services in the areas of credentialed training and curriculum development. • Oversees all fiscal processes for assigned program areas including developing annual budgets for assigned program areas. • Approves all expenditures related to the daily operation of the department; manages program income and expenses. • Support in identifying funding and grant opportunities and developing partnerships and proposals in response to solicitations from federal and state agencies supporting workforce development activities. • Ensures that Career & Job Training programs are in compliance with federal and state WIOA requirements and grant funding commitments. • May coordinate workforce continuing education programs as needed, including: program development; scheduling. • Provide support in the development of the OIC model with application process and maintaining licensure through MOHE. • Keep abreast of factors or programs which may affect job placements including the labor market situation. • Keep management informed of critical issues or factors which may impact the organization. • Stay current on job data and market trends and policies including federal, state and county.

Data, Monitoring & Reporting and Quality Control • Monitors programs and services in order to ensure that desired changes are in effect and objectives achieved. • Effectively track and manage outcomes using reports and other funder required databases in order to meet performance goals and outcomes. • Maintain the reporting and accountability necessary to ensure that the program is in compliance. • Oversee critical metrics and data that will enhance HAP program and services. • Lead data conversations and strategy sessions with directors and leadership team members. • Work with staff to identify data needs for each impact area. • Strategize new ways to streamline programs via data analysis • Guide and direct program staff in the execution of job training activities • Effectively track and manage outcomes using reports and Salesforce, WF1 and SID databases in order to meet performance goals and outcomes • Maintain the reporting and accountability necessary to ensure that the training and ABE programs are in alignment with MDE, MN DEED and other workforce development and funder standards.

Management & Supervision: • Manages day to day operations of programs and services and supervision of program staff. • Works with Director and program staff to design agency policies and procedures pertaining to services. • Works with Director and program staff to identify staff and agency-wide training and development plans. • Provides coaching and mentoring programs to develop the skills and experiences of staff. • Assess and evaluate the performance of staff and provide constructive feedback to enhance work impact.

Qualifications

Education and Experience • Bachelor's degree in human services or related field is required. A master's in education and/or social services is preferred. • Three years of management and/or supervisory experience is required. • Experience with program design, curriculum design and implementation as it relates to Workforce Training programs is preferred. • Understanding and experience with collection of client evaluation data, e.g., placement data, literacy test score data via TABE. • Knowledge of social service systems and supports: ABE, MFIP, SNAP, and other related systems and supports. • Knowledge of the Hmong and Southeast Asian and/or immigrant and refugee culture and traditions. • Computer skills necessary using word processing, spreadsheets and data base programs. • Knowledge of available community resources that provide services to low-income families, job seekers and community members. • Demonstrated ability to be analytical, detail-oriented, and to problem solve. • Ability to work independently with minimal supervision, while also being a strong team player. • Ability to work occasional evenings and weekends as needed. • Experience and desire to work with persons of diverse cultural, economic and educational backgrounds. • Strong written and verbal communication skills. • Ability to travel to multiple service locations, if needed.
