Basic Function

The current vacancy is in the Communications & Public Relations Department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or county.

Ramsey County is now hiring a motivated and innovative Website Specialist (Management Analyst 2) in our Communications & Public Relations department.

In this role, you will be responsible for website content development, maintenance and governance using a website content management system. The Website Specialist will also create accessible and user-friendly text, multimedia, events, news articles, microsites and more, contributing to the vibrancy of our public website ( and our internal employee intranet site.

The Website Specialist will also be a key team member for a county website re-platforming project. Both websites ( and our employee intranet site) will shift to a new content management system by the end of 2025. This project will involve collaborating with all communications staff, other county departments, county management, consultants, technical vendors and the community.
In addition to the day-to-day management of our websites, the person in this role will be responsible for:

  • Website best practices: Recommend website best practices in the areas of accessibility, security, translation and user experience (UX). Assist staff in implementing these best practices in support of communications goals.
  • Analytics and tools: Utilize analytics tools to measure website performance. Support digital specialists on additional digital communications tools (e.g. social media platforms, email distribution tool, Google business suite, Open Data Portal).
  • Project Management: Apply project management principles to complete projects on time and in scope. Work with technical vendors, other county departments, businesses, and residents to implement updates and enhancements to the sites that prioritize a positive user experience. 
  • Training and support: Lead trainings for new and returning users on content management platforms and provide user support. 

The basic functions of this position are to analyze and evaluate, design, and implement solutions, programs, methods, and procedures, in order to increase the efficiency of departmental operations and improve the quality and accessibility of business functions, information and processes; to provide instruction regarding the use of line of business systems; to run and modify data reports; and to perform related duties as assigned. (This is the journey or full performance class in this class series. It differs from Management Analyst 1 in that assignments typically require the application of knowledge, skills and abilities typically obtained through previous management analysis experience. Employees in this class may act as project leaders on designated projects.)

Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Eligible List:  The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Management Analyst 2. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Examples of Work Performed

  1. Work closely with subject matter experts (SME’s) to gain an understanding of various department operations and business functions; analyze operational systems, programs, methods and procedures by obtaining and discussing relevant information with affected parties; research problems, prepare necessary documentation (such as work distribution charts, flow charts, reference materials, procedures and relevant reports); and apply other appropriate analytical methods in order to develop the information needed to evaluate current operations, determine if existing processes could be enhanced, or to identify operational needs.
  2. Evaluate on a continuous basis the results of analyses to be used by the department to ensure they meet business needs by identifying redundancies, unnecessary or wasteful procedures, inappropriate methods, inefficient practices and defining other procedural or operational problems in order to develop plans for optimizing, revising or creating new solutions.
  3. Provide initial and ongoing instruction and expertise in the use of line of business and other county, state, or collaboratively operated systems.
  4. Design new or improved solutions by establishing a time frame for a scoping phase, design concept or project to be completed, setting priorities for work to be done including proposing work distribution plans, investigating and determining the feasibility of changing procedures through the use of electronic or other means; conduct applications testing, and/or developing other plans to revise or create new solutions of maximal efficiency; and prepare present and provide instruction  appropriately to affected parties.
  5. Prepare reports on the analysis, evaluation, design or implementation of systems and/or services as required; build, run and modify data reports via query or other tools.  This may include extraction of data from internal or external databases. 
  6. Implement plans for new or revised systems or solutions by planning, scheduling and coordinating related activities, which may include managing system access and backup to lie of business applications; may act as system administrator for line-of-business applications.

Minimum Qualifications

Education: Bachelor's degree in Public Administration, Business Management or Administration, Information Science, Communications or a related field.
Experience: Two years of experience in management analysis or related analytical experience.
Substitution: Master's Degree in a related field may substitute for two years of the experience requirement. Four additional years of experience (six total) providing management analysis or related analytical experience may substitute for the education requirement.
Preferred Experience: Website content creation, management, training, and support.

The examination for Management Analyst 2 will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.
