Position Description:

A Bilingual Supplemental Nutrition Assistance Program (SNAP) Navigator helps individuals and families gain food security by accessing SNAP benefits. This position provides education, outreach, eligibility screening, application assistance and follow up and serves as Keystone’s SNAP expert across all departments. This position will also connect participants to internal and external resources as needed, establish relationships with partner organizations and represent Keystone in the community.

Responsibilities

Essential Functions:

  • 30% - Application Assistance and Follow-up
  • Assist participants with completing applications
  • Assist participants with submitting required verifications
  • Track pending applications and follow up with county staff and participants
  • Educate participants on how to use SNAP benefits
  • Follow up with assisted participants for recertification
  • 20% - Participant Advocacy and Resource Navigation:
  • Screen participants for financial support program eligibility and assist with completing related applications
  • Advocate with services providers or other parties on behalf of participants
  • Work cooperatively with other agencies to coordinate services
  • Assess additional individual and family needs and make referrals as needed
  • 20% - Participant Outreach and Eligibility Screening:
  • Contact Keystone participants to educate them about SNAP benefits
  • Screen for eligibility based on SNAP criteria
  • Attend community events and make presentations
  • Respond to referrals from FoodHelper.org, Keystone staff and community partners
  • Assist with creating outreach materials and determining outreach strategies

  • Collect required participant and program data
  • Maintain accurate records including digital and paper files

  • Complete training on SNAP eligibility criteria and application process

Qualifications

Qualification Requirements:

  • Fluency in Karen, Hmong, or Spanish.
  • Prior experience working with at-risk families and individuals in the community including assessing strengths and needs, providing information and referrals to community resources, completing and following up to ensure successful outcomes.
  • Knowledge of public benefit programs, emergency or crisis assistance, and community resources in the Ramsey County area.
  • Experience, competence, and sensitivity in working with diverse cultural/economic populations.
  • Ability to work independently while using supervision appropriately.
  • Problem solving and decision-making skills.

Qualification Preferences:

  • Experience with SNAP application process or related public benefit programs
  • Bachelor’s Degree in Human Services, Social Work, or a related field.
  • Physical/Mental Requirements:
  • The ability to lift up to 25 pounds from ground level to shoulder height and to bend and twist while lifting.

Mental requirements include excellent verbal and written communication abilities to professionally interact with Keystone staff, program participants, and other community providers.

Equipment/technology requirements include experience using the Microsoft Office suite (Word, Excel, Outlook, etc.), and online databases.
