JOB SUMMARY:
Face to Face Health and Counseling is a non-profit organization dedicated to advancing economic and health equity for youth ages 11–24. We do this work through a comprehensive approach that includes housing, mental health, medical, youth justice, education and employment, and community services. We take a strengths-based and trauma-informed approach to our work and center the needs of young people impacted by racism and other forms of oppression and marginalization. Founded in 1972, Face to Face serves more than 3,000 youth annually.

The Medical Clinic Manager provides overall leadership and direction to the medical clinic. The Medical Clinic Manager is responsible for ensuring the accomplishment of goals that align with Face to Face’s vision, mission, values, and the evidence-based principles for working with youth. Major areas of focus include team development, program management, budget management, grant management, and direct work with youth. This role also represents the organization in the community in various meetings and committees.

LOCATION: Essential Onsite Flex – This role requires the employee to be onsite, with the possibility of some specific and limited remote hours. Employees are required to be fully onsite during the initial 3-month training period.

PAY & BENEFITS:
The pay rate for this position is between $80,000 and $85,000 annually, based on qualifications.

Responsibilities

RESPONSIBILITIES: Medical Clinic Operations: • Provide leadership and oversight of daily department functions. • Ensure appropriate staffing levels on all teams to provide excellent service to youth and maximize revenue. • Develop and implement systems and policies to increase efficiency, increase access, and foster cross-team collaboration. • Work closely with the staff and the Director of Healthcare Services to create and implement appropriate new programming that meets the needs of our target population. • Ensure that barriers to services are reduced or eliminated. • Maintain knowledge of best practices, healthcare, and trends, and update policies as needed. • Ensure that all medical clinic operations meet the highest standards of care to ensure health equity for all youth. • Develop and implement strategic goals for the medical clinic and participate in organizational strategic planning. • Provide leadership regarding strategic direction and integration of program services in collaboration with other organization leaders. • Develop relationships and partnerships with other clinics and community services. • Monitor written documentation of patient care to ensure accurate and timely records.

Staff Management and Leadership: • Attract, empower, train, and supervise a diverse staff. • Oversee hiring, onboarding, and training of medical clinic staff, Clinic Case Manager, and Health Care Access Supervisor. • Provide performance evaluation for assigned staff, including goal setting, professional development, performance improvement, and assessment of training needs. • Identify and resolve staffing problems and conflicts.

Financial and Grant Management: • Work with the Development Department to create grant funding proposals. • Oversee implementation of all medical clinic grants including budget management, work plan implementation, data collection, and reporting. • Work with the Director of Healthcare Services and Finance Department to develop and manage the annual program budget and expenses, including contributing to revenue predictions. • Monitor the financial performance of the medical clinic including reviewing patient charges, assessing appropriate coding of visits, tracking expenses and inventory, and monitoring insurance rates.

Compliance and Safety: • Ensure staff maintain patient confidentiality in accordance with HIPAA, organization policies, applicable laws, regulations, and ethical standards • Ensure compliance with all regulations and legislation related to medical programming (e.g., minor consent, OSHA, CLIA, CCTS, etc.). • Maintain current knowledge of professional licensing and scope of practice requirements for clinical staff, ensuring that staff maintain required licenses and credentials. • Ensure all staff are working within their appropriate scope of practice. • Provide leadership and follow up regarding incidents, errors, and other patient service issues as needed. • Oversee appropriate actions related to safety and emergency preparedness.

Other: • Investigate and resolve youth grievances for relevant program areas. • Engage in personal development and organizational systems change related to anti-racism and social justice work. • Provide all services guided by the Nine Evidence-Based Principles for Helping Youth Overcome Homelessness. • Perform other duties as assigned.

PHYSICAL DEMANDS AND WORKING CONDITIONS: • Ability to perform the duties outlined in the job description. • Combination of medical clinic and office environment requiring use of office equipment, including computer.
• Valid driver’s license, reliable vehicle, and current automobile insurance required. • Face to Face is subject to the government mandate requiring employee COVID vaccination. All employees will be required to get vaccinated.

Qualifications

QUALIFICATIONS: • Bachelor’s degree in public health, human services, health administration, business administration, mental health, nursing, or other related fields and/or a minimum of five (5) years management experience. Master’s Degree in related field preferred. • Experience in supervision with strong people management to effectively work through conflict, lead change, and motivate staff. • Ability to think strategically about the mission, organization, and program operations. • Experience in program development, strategic planning, and system-based organization skills. • Strong organizational skills and ability to manage multiple projects, coordinate schedules, and manage details. • Attention to detail with consistent focus on the bigger picture. • Exceptional problem-solving skills. • Excellent verbal and written communication skills. • Ability to work independently, use time effectively, work under stress, and intervene appropriately in crisis situations. • Flexible and adaptable to a fluid work environment. • Demonstrated ability to work and communicate effectively with people of diverse ethnic, economic, racial, and cultural backgrounds.
