Basic Function

To perform monitoring and inspection duties to ensure adherence to established safety policies in accordance with OSHA, state and federal laws; and to perform related duties as assigned.

If an internal candidate is selected, salary will be set in accordance with the personnel rules (i.e., promotion, transfer, or voluntary reduction).

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Safety Coordinator. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for one month or until hired, whichever occurs first. A notice will be sent to applicants when the eligible list is posted, informing them that the list has been posted and their rank on the list. The names of all applicants who score in the top 15 will be forwarded to the department for further consideration.

Veteran's Preference: This is a classified position requiring an open, competitive selection process.  Veteran's Preference points will be applied after a candidate passes the examination process.  Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
 
Criminal Background Checks:  All employment offers are conditioned upon the applicant passing a criminal background check. Convictions are not an automatic bar to employment. Each case is considered on its individual merits and the type of work sought. However, making false statements or withholding information will cause you to be barred from employment, or removed from employment.
 
E-Verify Participation:  Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. If the Government cannot confirm that you are authorized to work, Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you, including terminating your employment. Responsibilities

Examples of Work Performed
  1. Perform walk around inspections of all Public Works facilities to insure that all safety devices and equipment are in good repair and being properly used.
  2. Conduct field inspections of engineering projects to document adherence to safety policies.
  3. Ensure that all safety policies are being complied with by implementing an OSHA compliance program. 
  4. Educate supervisors and employees on injury prevention, health maintenance and safety and participates in the Employee Right-to-Know program.
  5. Assist in planning, directing and coordinating the identification of risk exposure and loss, making recommendations to management for the reduction of risk exposure and loss.
  6. Recommend, explain and interpret various safety laws and policies to management and employees, providing technical assistance in the area of safety.
  7. Develop and maintain a complete library of Material Safety Data Sheets of materials in the department inventory.
  8. Coordinate the storage and proper disposal of hazardous materials as defined by OSHA, AWARE or other state and federal safety regulations.
  9. Perform periodic inspections and keeps proper documentation of various tools and equipment as required by OSHA or other state or federal safety regulation, such as but not limited to; waste barrels, ladders, fire extinguishers, chains and hard hats.
  10. Coordinate required safety training for department personnel by: arranging trainers; obtaining media and providing printed materials of safety related issues; developing/maintaining a safety library; locating training sessions conducted by other agencies.
  11. Conduct safety orientation and issues safety equipment for new permanent and new temporary employees.

Qualifications

Minimum Qualifications

Education: High school graduation or equivalent.

Experience: Four years related experience working in a Public Works Department or equivalent.

Substitution:  A degree in Safety or Industrial Hygiene, Occupational Health and Safety or Occupational Health and Safety Technology Certificate can replace experience requirement. Or an equivalent combination of education and experience.

Certifications/Licensure: A valid drivers license.

Preferred: A class A drivers license. Certified Safety Professional, Certified Hazardous Material Manager, Safety Investigations including root cause analysis, Project Management, experience with a construction company with a focus on highway or building construction with active leadership in the development and/or administration of the company safety program.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100%
The examination for Safety Coordinator will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.
