Hourly Salary Range for Health Educator 2:  $31.05- $46.00

Basic job function for Health Educator: To develop, implement and evaluate community educational programs related to a specialty area of public health; and to perform related duties as assigned.


Saint Paul-Ramsey County Public Health is seeking to hire a 1.0 permanent Health Educator for the Health Protection Division. This position directly supports the public health department’s COVID-19 response. The Health Educator is responsible for coordinating and supporting training of volunteer public health professionals in the Ramsey County Medical Reserve Corps. Alongside that work, they will help develop operational plans for the provision of medicines, personal protective equipment, and other supplies during future public health emergencies.
 
The staff person hired for this role will work in the COVID-19 Testing and Vaccine Support team in various roles with duties specific to a health educator. Duties include coordinating with other community organizations, healthcare agencies, and other public health departments to implement community health promotion projects; supporting all-hazards planning for additional emergencies in which department staff may be involved; and development of partnerships with community agencies, schools, health care professionals and social service providers to conduct health education activities. Work hours may include some evening and weekends shifts.    
 
Examples of Work Performed

 

  1. Perform community health assessments and identify areas of need in community health services provision; establish criteria for evaluation of community health promotion programs and activities; prepare reports based on community health assessments and program evaluations for use in addressing community health goals and regarding disease specific interventions.
  2. Develop contacts and partnerships with community agencies and individuals, schools, health care professionals and social service providers in order to conduct health education activities and identify health care problems or needs and appropriate referral process.
  3. Participate as a member or chair of department task forces and committees for strategic planning, service delivery design and other topics; provide leadership and coordination with other health organizations, volunteer health agencies (e.g. American Lung Association, etc.) and other public health departments for the development and implementation of community health promotion projects; work with state agencies to coordinate programs and exchange information.
  4. Prepare and assemble educational materials including web resources, brochures, exhibits, posters, newsletters, slides and other audio-visual materials; develop new or adapt existing materials for use with diverse cultures or communities; translate or arrange for the translation of materials for use with non-English speaking populations.
  5. Develop and conduct training sessions for county staff, for staff members of other public health or service organizations or schools, and for volunteer personnel concerning health programs and facilities, or public health issues; and conduct information sessions on developing multicultural competency skills and culture specific knowledge.
  6. Organize and conduct health education meetings and conferences for community groups and organizations.
  7. Plan and prepare publicity material including news releases, radio and television copy and related art materials for public health education activities; appear on camera or radio to discuss topics related to public health programs or issues.
  8. Compile and maintain health information containing web resources, books, media, slides and other materials; compile and maintain a health information resource file for use by other staff members.
  9. Assist in compiling and preparing statistical and narrative sections of annual reports and other agency publications; provide recommendations regarding department funding of projects.
  10. Receive and respond to inquiries from the general public related to information concerning health services and health educational resources.

Minimum Qualifications

 

Health Educator 1:

Education:  Bachelor's Degree in health sciences, education, behavioral sciences or a related field.
Experience:  None.
Substitution:  Any combination of related education and experience that equates to four years can be substituted for the bachelor’s degree.
Certifications/Licensure:  None.

 

Health Educator 2:

Education:  Bachelor’s Degree in health sciences, education, behavioral sciences or a related field.

 Experience:  Two years of experience in public health education, public health nursing, community organizing or a closely related field. 

 Substitution:  Any combination of related education and experience that equates to six years can be substituted for bachelor’s degree and required experience.  

 Certifications/Licensure:  None.

 

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:
 

  • Training and Experience Rating = 100%
The examination for Health Educator 1 & 2 will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend your answers to the questions – do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who pass the examination/screening process and file a properly completed application shall be placed on the eligible list for employment as a Health Educator 1 & 2. This list will be certified to the appointing authority which may use this list to fill a vacancy. Candidates will remain on the list for one month or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
