Responsibilities

Basic Function

 

The current vacancy (or vacancies) is/are in the Human Resources department(s).  The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

 

To consult and provide human resources services and guidance within an assigned service team/county functional area. Responsibilities may include human resources services in areas related, but not limited, to organizational development, change management, recruitment, talent management, employee engagement, compensation and classification, diversity and inclusion, compliance, and/or benefits in accordance with state and federal law, labor contracts, Human Resources department rules, goals, and objectives; and perform related duties as assigned. 

 

Flexible Workplace

This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position may carry expectations regarding on-site responsibilities and may require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Examples of Work Performed

 

  1. Plan, review and coordinate the full scope of operations for an assigned area of human resources, related, but not limited, to talent management, classification, compensation, recruitment, employee engagement, benefits, labor relations and diversity and organizational development.
  2. Build trust and relationships with staff at all levels of the organization including executives in support of the County mission, vision and goals.
  3. Provide consultative services to leadership team members to further enhance operations and processes in assigned area of operation. 
  4. Lead talent initiatives such as succession and workforce planning and organization design to address talent and recruitment needs.
  5. Provide guidance, consultation and training to management and individual employees on interpretation and implementation of applicable state and federal laws, human resources policies, procedures, rules, labor contracts and arbitration awards.
  6. Investigate and recommend resolutions to management on grievances and complaints to ensure proper and timely disposition. Attend grievance meetings. Gather data, interview involved parties, draft responses, and may represent a department for labor or employee relations purposes.
  7. Assist in preparation for labor contract negotiations by providing feedback on the impact of union proposals and recommending contract changes. Participate in negotiations as necessary.
  8. Coach leaders on all aspects of performance management including goal-setting, accountability, recognition, development and evaluation.
  9. Provide coaching and direction to management in handling performance problems through remedial or disciplinary intervention. Review official disciplinary notifications and monitor delivery and follow-up.  
  10. Conduct position classification and salary reviews. Create reports and other documents related to evaluations needed to support changes in recommended salary.
  11. Research, gather, analyze and evaluate data and information; monitor and analyze trends; conduct assessments; participate in studies and projects; summarize results; and prepare management reports and make recommendations to support decision making and policy development.

Qualifications

Minimum Qualifications

 

Education:  Bachelor's degree in Human Resources or related.

 

Experience:  Two years human resources, business administration, or related experience. 

 

Substitution:  Successful completion of a two-year associates degree in in Human Resources or a related field and four years of experience providing human resources, business administration, or related may substitute for the bachelor’s degree requirement.  Or, four additional years of experience providing human resources, business administration, or related may substitute for the bachelor’s degree requirement; requiring six total years of experience without any post High School degrees.

 

Certifications/Licensure:  None.

 

Exam/Screening Process Information

 

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100% 
The examination for Human Resources Business Partner will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.

Eligible List:  The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Human Resources Business Partner. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 2 months or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

Veteran's Preference:  This is a classified position requiring an open, competitive selection process.  Veteran's Preference points will be applied after a candidate passes the examination process.  Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
