The Saint Paul City Attorney's Office is accepting applications for a Supervising Attorney to join its Civil Division. The position will perform expert-level professional and managerial work in planning, directing, and evaluating the legal services provided by attorneys within the division. This position reports to the Deputy City Attorney for the Civil Division.
This newly created role will lead the City’s data practices work supporting City departments and supervising attorneys and staff within the Civil Division. The position oversees all aspects of government data, including collection, use, retention, and dissemination, while ensuring effective, compliant responses to data requests. Initial priorities include strengthening citywide policies, processes, tools, and best practices, as well as developing and delivering training.
Ongoing responsibilities include overseeing the security, accessibility, and legal compliance of City data in accordance with applicable laws, including the Minnesota Government Data Practices Act, while leading complex, sensitive, and time-critical data practices projects.
Responsibilities
- Oversee compliance with state data practices laws and accompanying rules.
- Strengthens processes and protocols, workflows and response timelines, and policies and procedures related to accessing public data.
- Coordinate with the City’s Responsible Authority and Data Practices Compliance Official.
- Work with City department designees who coordinate the intake and processing of public records requests. Resolves issues arising from the collection and dissemination of data.
- Update and revise data practices-related policies in accordance with legislative changes.
- Advise and handle complex data requests such as those involving risk of litigation.
- Research and advise City stakeholders, department leadership, and data practices designees regarding the data request process and responses.
- Develop, access, and conduct training for City staff. Coordinate with department staff on their records management and data access.
- Provide direct support to Mayor’s Office and City Council on data practices requests.
- Establish and maintain relationships with elected officials, department leadership, and staff.
Qualifications
A Juris Doctorate Degree and a license to practice law from the Supreme Court of the State of Minnesota.
A minimum eight years of experience practicing law. (This includes four years of progressive experience as an Attorney at the full performance level plus one year of experience at the Senior Attorney level with the City of Saint Paul or equivalent.)
Continued employment as a Supervising Attorney is contingent upon maintaining a license to practice law from the Supreme Court of the State of Minnesota. Additionally, continued employment as a Supervising Attorney is contingent upon the will and pleasure of the City Attorney.
