The Office of Neighborhood Safety is hiring for an Outreach Specialist. This position performs full performance social services work providing a full range of information, counseling, assistance, and advocacy for vulnerable and at-risk residents, including unsheltered homeless, veterans, and other affected groups.

We have positions serving these two programs:
1)The City of Saint Paul in Partnership with Ramsey County and Heading Home Ramsey is developing a new program called Familiar Faces. The Familiar Faces program will serve unhoused individuals in Downtown and the surrounding area who are frequent utilizers of emergency response. Familiar Faces will provide personalized, intensive support and service connections to address the unique needs of everyone within the "Familiar Faces" group. These positions are grant-funded. Funding is available through May 2026 with anticipation of refunding.

2)Project PEACE is a gun violence intervention initiative led by the Office of Neighborhood Safety. Using a targeted, evidence-based approach, it connects impacted individuals to community-led programs and wraparound support services. Project PEACE was created as part of Saint Paul's Community-First Public Safety Commission to find community-driven solutions to violence. These positions are grant-funded. Funding is currently available and in year 2027 with anticipation of refunding.

Responsibilities

  • Conduct community-based outreach to engage individuals, families and community members affected by violence and other social determinants of health.
  • Build trusting relationships with impacted individuals and communities to offer ongoing support, intervention, and connection to necessary resources and long-term solutions and goals.
  • Respond to highly charged situations by providing immediate support, conflict resolution, de-escalation and safety planning.
  • Provide and coordinate assistance with agencies to help meet individual needs through prompt and consistent service delivery.

Qualifications

Successful candidates typically enter this role with four years of relevant education and work experience combined.

That path to qualification would typically include:

  • Four or more years of work experience in housing advocacy, social services, counseling, and crisis intervention working directly with a population including unsheltered homeless, veterans, at-risk group members, and other affected groups.
  • Substitutions: Two or more years of post-secondary education in Public Safety, Emergency Management, Human Services, Public Health, or related degrees, or a closely related field may be substituted for up to two years of experience. 
  • Must possess and maintain a valid Minnesota Class D Driver's License or equivalent out-of-state driver's license.
  • CPR/First Aid certification and NARCAN training or completion within 6 months of hire may be required. See job announcement for details.
