Position Summary

  • The current vacancy is in the Children and Family Services Division of the Social Services Department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.
  • The Human Services Manager for Children and Family Services provides leadership and support to teams that play a critical role in day-to-day operations and direct service delivery.
  • This position focuses on supporting staff, strengthening practice, and ensuring work is carried out with consistency, accountability, and care. 
  • The Manager partners across programs to remove barriers, support effective service delivery, and help teams do their best work in service of children and families.

To manage and direct the operations of a subdivision of the Community Human Services Department (CHSD) by organizing, coordinating, monitoring and evaluating service functions; supervising staff and directing the use of program resources; planning, implementing and maintaining policies, practices, rules and regulations applicable to the programs to which assigned; and otherwise providing management and direction to ensure the effective and efficient delivery of community human services; and perform related duties as assigned.

  • Promote a diverse, culturally competent, and respectful workplace.
  • Manage and direct all functions of a Social Service division (such as Adult Rehabilitation Services, Family and Children's Services, Mental Illness Services or Support Services); or a Mental Health/Chemical Dependency Services division (such as Outpatient Community Mental Health services with a Day Treatment component, Sexual Offense Services, Crisis and Intake Services, Chemical Dependency Services, or Case Management; Financial Assistance Services division (such as MFIP, MA/MSA/GAMC, Food Support, Child Care, or General Assistance).
  • Assign and direct the work of division supervisors through individual, group and written communication to ensure adherence to federal and state law, rules and regulations and department policy and procedures in a manner consistent with accepted standards.
  • Represent the department or the division to which assigned to the community, other professionals, state officials and other counties for the purposes of sharing information, developing policies and procedures, solving problems, and explaining the County's position on policy and procedural questions.
  • Monitor and evaluate current performance using budgetary and program information and community feedback, to identify potential problem areas and plan and initiate corrective action as indicated.
  • Develop recommendations and supporting documentation for budget requests for programs, staff, and support for the sections to which assigned.
    Plan and coordinate with other administrative units for the development, implementation and maintenance of policies and procedures to ensure appropriate, timely response to changes in state and federal law, rule, regulation or reporting requirements.
  • Manage, in consultation with the division director, the distribution of the resources allowed to the section to ensure that services are consistent with need and that resources are allocated efficiently and effectively.
  • Analyze, develop, and implement, in consultation with division directors, policies and procedures for the provision of services to clients and the use of assigned resources.
  • Coordinate as assigned, major projects to enhance program performance, facilitate resource utilization or make major changes in service delivery.
  • Maintain regular, punctual attendance consistent with the ADA, FMLA and other federal state and local standards.

Qualifications

Minimum Qualifications

Social Services Division

  • Education:  Master’s degree in Social Work, Psychology, or any closely related area.
  • Experience:  Five years of human services experience in the area to which assigned (Social Services or related services) including one year in a supervisory capacity.
  • Substitution:  Equivalent combination of education and related experience.
  • Certifications/Licensure:  None.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

  •  Training and Experience Rating = 100%

The examination for Human Services Manager will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” Do not cut and paste resume as a response. Please answer all of the supplemental questions clearly and completely, failure to do so may affect your ability to move forward in the hiring process.

The names of all applicants who have submitted a completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Human Services Manager. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Applicants will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process.
