Description
The City of Saint Paul is seeking a detail-oriented and collaborative Accountant III to join the Planning and Economic Development (PED) Accounting team. In this role, you will provide advanced government accounting support for Tax Increment Financing (TIF) districts and City parking operations, helping ensure public funds are managed accurately, responsibly, and in compliance with regulations. You will work closely with finance staff and internal partners to support financial reporting, budgeting, and sound financial decision-making that contributes to the City’s development and economic goals.
This position is eligible for hybrid work, and the office is in the City Hall Annex located in downtown Saint Paul 25 W Fourth Street.

Responsibilities
- Prepare complex financial reports including annual State TIF reports, monthly parking ramp operating reports, and financial statements using large datasets and advanced Excel skills.
- Review and approve financial transactions by auditing Infor and accounts payable documentation, reconciling receipts, and resolving discrepancies.
- Manage budgeting, forecasting, and cash management for TIF districts and parking operations, including projections, cash position tracking, tax settlements, and debt payments.
- Analyze and present financial data to support audits, management decisions, and planning related to TIF and parking funds.
- Provide support and training to help ensure compliance with budget policies, accounting standards, and proper use of accounting codes and controls.

Qualifications
Bachelor's degree in accounting, business administration, public administration, or a related field to include 24 quarter credits or equivalent semester credits in accounting courses (16 semester credits.)
And
Five years of experience in accounting, at least two years of which must have been as an Accountant II or equivalent. (No substitution for education.)
