The Department of Public Works is hiring Snow Emergency Ticketing Workers who are available to work on short notice for the 2025-2026 snow season. These are temporary positions for on call work, for the City of Saint Paul during declared Snow Emergencies. We have Runner positions, and Ticketing Worker positions available. The Ticketing Worker positions are only for individuals who are current Saint Paul Police Reserves.
Information Specific to this Position: The Snow Emergency Ticketing Workers will only work when a Snow Emergency is declared in Saint Paul. The number of Snow Emergencies and when they occur varies each year depending on the weather; this may include weekends and holidays. Shifts are usually 8:00p.m. to 5:00a.m. or 7:00a.m. to 5:00p.m. with a required 30-minute lunch break.
No experience is necessary. The City will provide training and equipment, including a City vehicle.
This position does not receive any City paid benefits (i.e., vacation, sick leave, and insurance). However, employees will be eligible to earn one hour of Earned Sick & Safe Time for every 30 hours worked per MN law.

Responsibilities
Here’s what you can expect to do:
- Ensure all citations are correctly placed on noncompliant vehicle
- Get in and out of the vehicle frequently during a work shift
- Work in hazardous winter conditions, including, and not limited to snow, cold, and ice
- Communicate with others including City employees, towing company workers, and residents regarding topics related to issuing snow emergency parking citations Runners
Primary Duties and Responsibilities Include:
- Assist Parking Enforcement Officers (PEOs), Police Officers, or Ticketing Workers with issuing citations (tickets) to vehicles not in compliance with snow emergency ordinances
- Ensure all citations are correctly placed on noncompliant vehicle
- Perform related duties as required
- Ticketing Workers
Primary Duties and Responsibilities Include:
- Issue citations (tickets) to vehicles not in compliance with snow emergency ordinances
- Safely operate a city or rental vehicle
- Perform related duties as required
Qualifications
Applicants must meet all the following requirements:
Runner - 18 years or older at the time of appointment.
Ticketing Worker - Possess and maintain a valid Minnesota Class D driver's license or equivalent out-of-state driver's license AND be a current Saint Paul Police Reserve Officer. Positions assigned to drive rental vehicles will need to be at least 21 years of age or older.
