Position Summary
The current vacancy is in the Parks Department. The eligibility list created by this vacancy may be used to hire other vacancies in the department.
This position oversees Ramsey County parks programming, including biking, archery, fishing, nature education, cross-country skiing and other winter recreation activities, as well as expanding already successful art and artist initiatives. A goal of the programming is inviting BIPOC and underserved communities into the parks system to build outdoor recreation skills, develop healthy habits, and find belonging in the park system, through introductory lessons, try-it opportunities, art experiences, and community events. This position oversees one permanent Cultural Liaison position, 10-12 temporary seasonal staff, and manages relationships and agreements with various program providers and partners to deliver programs and connect community.
This position works primarily weekdays during business hours, but frequent work on evenings and weekends are necessary.

Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Responsibilities
Examples of Work Performed
- Promote a diverse, culturally competent, and respectful workplace.
- Coordinate marketing and promotion activities for programs and services offered within assigned divisions.
- Manage facility reservation systems within assigned division.
- Supervise staff within assigned division, including recruiting, hiring, training, scheduling, evaluating, and recommending disciplinary action; manage in-service and certified training to ensure staff are work ready and have appropriate safety training for the protection of employees, users and participants.
- Manage the operations of assigned facilities within assigned division to ensure proper operation of systems.
- Direct seasonal startup and shutdown functions.
- Manage concessions, vending contracts and special use permits within assigned division.
- Develop, coordinate and manage programs within assigned divisions; work in cooperation with other divisions and special user groups to advertise and promote facilities and instructional programs.
- Act as the department’s liaison to coordinate and schedule special events hosted within the assigned division.
- Directs the work of seasonal employees, student workers, and interns in addition to coordinating and promoting volunteer activities for assigned division including recruitment, training, and recognition of volunteers.
- Coordinate and facilitate special user group activities.
- Assist in preparing and managing annual operating budgets for assigned divisions.
- Administer financial transactions associated with fee collection and expenditures for assigned divisions.
- Assist in the coordination of customer surveys to determine the program service needs of Ramsey County residents; and coordinate the collection and compilation of statistics regarding the use of facilities within assigned division.
- Perform special assignments such as research and analysis and make recommendations to improve county recreation programs and customer services.
- Participate as a standing member of the department’s safety committee.
Organize and conduct customer service training for staff within assigned divisions.

Qualifications
Minimum Qualifications
Education: Bachelor’s degree in Parks and Recreation, Leisure Studies or a related field.
Experience: Three years of experience in organizing parks and recreation program services and supervising and managing recreation facilities.
Substitution: Equivalent combination of education and related experience.
Certifications/Licensure: None.
Exam/Screening Process Information
The examination process will consist of the following sections with each section weighted as indicated.
Training and Experience Rating = 100%
The examination for the Recreation Services Supervisor role will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.
Eligible List: The names of all applicants who properly completed and submitted an application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Recreation Services Supervisor. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted.
Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
