Description
The City of Saint Paul Department of Safety and Inspections (DSI) is seeking a highly skilled, organized, and collaborative Principal Planner to join our team. This position requires a seasoned professional who can perform expert-level work in the site plan review process for development projects. The Principal Planner will provide leadership and coordination across various departments, agencies, and community partners, and ensure strong and responsive customer service.
Here's what you can expect to do:
- Educate, assist, and support customers in understanding and navigating various regulatory requirements and processes. Provide effective communication and facilitate appropriate pre-development meetings.
- Lead, coordinate, facilitate, and manage the City’s site plan review process for many city development projects; utilizing current development review software and working with internal departments, developers, community stakeholders, Watershed Districts, and state and regional agencies.
- Make Zoning determinations related to land use and other zoning requirements.
- Assist and advise the City Zoning Administrator on necessary code amendments, policy development, and interpretation of zoning regulations.
- Represent the Zoning Administrator at public hearings, community meetings, and regional planning conferences.
- Collaborate on zoning studies, comprehensive plans, urban design guidelines, redevelopment projects, and land use regulation updates.
- Research and draft zoning staff reports, prepare recommendations, and deliver presentations to the Zoning Committee, Planning Commission, and City Council.
- Support the City’s planning and development goals through interdepartmental collaboration, policy innovation, and community engagement.

Qualifications
Position Requirements
A Bachelor's Degree in Urban Planning, Public Affairs, Public Administration, or a closely-related field, and four years of experience as a Senior City Planner or equivalent.
A Master's Degree in Urban Planning or a closely-related field, and two years of experience as a Senior City Planner or equivalent is preferred.
A combination of education and experience to equal 8 years or more can be used to qualify for the position.
