Basic Function

The current vacancy is in the County Manager's Department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

Lead the development and oversite of a countywide healthcare compliance and Health Insurance Portability and Accountability Act (HIPAA) privacy program, including planning, designing, implementing, and managing related policies and practices.  Lead the implementation of regulatory requirements and recommendations from audits and risk assessments, ensuring the County adheres to all applicable governmental healthcare laws, rules, and standards. Serve as the County’s HIPAA Privacy Official, oversee healthcare quality, and serve as the healthcare compliance expert.  Perform other related duties as assigned. This position is a direct report to the Chief Compliance and Ethics Officer.

Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Responsibilities

Promote a diverse, culturally competent, and respectful workplace.  

  1. Develop and oversee a countywide healthcare compliance and HIPAA privacy program to ensure compliance with state and federal healthcare regulations and standards, including, but not limited to, the Affordable Care Act, federal and state False Claims Acts, Anti-Kickback Statute, Stark Law, Exclusion Statute, Medicare and Medicaid regulations, and Minnesota Department of Health regulations.
  2. Serve as the County’s HIPAA Privacy Official and healthcare compliance expert.
  3. Work with the CCEO, and the Health & Wellness Deputy County Manager, to form a Healthcare Compliance Committee to review the annual Health and Human Services-Office of Inspector General Work Plan.
  4. Develop and lead healthcare compliance training and education programs for county staff; identify external trainers and programs to ensure compliance countywide.
  5. Serve as the primary contact of the County’s Healthcare Compliance Program providing information to and supporting management, senior leadership, and healthcare staff responsible for ensuring county compliance with state and federal laws and protocols.
  6. In conjunction with the Health and Wellness Service Team and its healthcare facilities and programs, create, review, and revise policies, procedures, and practices to ensure the county is adhering to all regulatory requirements and practices and governmental standards and protocols.
  7. Coordinate with internal audit to conduct internal healthcare compliance audits to identify areas of risk and draft a plan for improving compliance practices to address those risks; monitor to ensure the county is following regulatory requirements and standards.
  8. Serve as the County’s point of contact for external healthcare audits and surveys for state and federal agencies; ensure implementation of recommendations and correction of noted infractions or violations.  Maintain accurate records of compliance data, reports, activities, and communications to ensure availability to government auditors as necessary.
  9. Facilitate and establish relationships with the Minnesota Department of Health (MDH), surveyors, and other key regulatory contacts.
  10. Stay up to date on developments or changes in healthcare compliance, including changes in laws and federal and state requirements.
  11. Assist in ensuring preparedness protocols are considered in the County’s healthcare compliance program; work with other government agencies, private sector, and nongovernmental organizations to ensure a systematic approach to working together in preparing for, preventing, and responding to large scale health incidents.
  12. Develop, monitor, and interpret measures for the effectiveness of the County healthcare compliance program; monitor data and analytics to develop reports on compliance activities to enable leadership to make informed decisions on the County’s compliance practices.
  13. Assist the CCEO in enforcing healthcare compliance through written disciplinary policies and procedures and sanctions for non-compliance and, where applicable, failure to detect non-compliance.  Respond to and address violations or potential violations through internal investigations and corrective action.

Qualifications

Minimum Qualifications

Education:  Bachelor’s degree in healthcare management, healthcare administration, public health, public administration, business administration or relevant field.

Experience:  Six years of significant experience in compliance, accreditation, regulatory, or auditing in a healthcare environment.

Substitution:  Experience can be substituted for education on a year for year basis.

Preferred Experience:  Certification in healthcare compliance (CHC), healthcare privacy compliance (CHPC), healthcare research compliance (CHRC), and/or healthcare compliance fellow (HCF).

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100%
  • The examination for Healthcare Compliance Manager will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.
     Eligible List:  The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Healthcare Compliance Manager. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been certified and their status.
    Veteran's Preference:  This is a classified position requiring an open, competitive selection process.  Veteran's Preference points will be applied after a candidate passes the examination process.  Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. If the Government cannot confirm that you are authorized to work, Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you, including terminating your employment.
