Job Summary This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Telework eligibility is based on the business needs of the unit and is at supervisory discretion. Commuting to the St. Paul office location for occasional in-person meetings is expected.
The position involves valuing utility, pipeline, and railroad properties using unitary valuation methods and managing administrative appeals related to these valuations. Responsibilities also include supporting the administration of taxes on airline flight properties, wind energy production, and solar energy production. Additionally, the role involves assisting the Attorney General's Office with Tax Court petitions related to the Orders issued by this office and providing education on complex statutes and valuation methodologies to companies, counties, and other state-assessed personnel.
To perform these duties, the successful candidate must obtain an Accredited Minnesota Assessor (AMA) license from the Minnesota State Board of Assessors within five years of receiving their Certified Minnesota Assessor (CMA) license. While the Revenue Department will cover job-related training and education expenses, the incumbent is responsible for their own licensing fees. These fees are $85 for a CMA, $125 for an AMA, and $150 for a Senior Accredited Minnesota Assessor. Statutory requirements mandate that holders of a CMA license must achieve AMA status within five years (Minn. Stat. § 270C.9901).
Qualifications
Qualifications Minimum Qualifications Licensed by the Minnesota State Board of Assessors as a Certified Minnesota Assessor, with Income Qualifications. One (1) year experience assessing income-producing properties. One (1) year experience with taxpayer appeals of assessments. Knowledge of accounting, auditing, and assessing principles as evidenced by academic coursework or related work experience. Knowledge of personal computers, including knowledge of word-processing, spreadsheet and database applications/software. Human relation and communication skills necessary to effectively work with taxpayers and workplace associates in a professional and ethical manner. Problem-solving skills and organizational/planning skills necessary to independently perform the duties of the position. Must have reliable transportation or a valid class D driver's license
Preferred Qualifications Licensed by the Minnesota State Board of Assessors as a Accredited Minnesota Assessor or Senior Accredited Minnesota Assessor. Knowledge of unitary valuation methodologies. Experience with petitions filed in Minnesota Tax Court. Experience reading Minnesota Statutes and Minnesota Rules. Knowledge of Minnesota Statutes, laws, and rulings related to utility, pipeline, and railroad operating property taxation, Airline Flight Property Tax, Solar and Wind Energy Production Taxes. Excellent verbal and written communication skills, including the ability to write professional reports. Negotiation skills. Physical Requirements Occasional lifting or carrying of records, laptop computer/equipment, etc.
