Basic Function

The current vacancy is in the Property Management Department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

Provide all aspects of project management related to construction projects for new facilities or remodeling/rehabilitation and repair of existing facilities; establish and administer construction related contracts, establish and administer project budgets, and provide managerial oversight for all project activities; provide real estate and management services relating to the maintenance of County-owned properties; and perform other related duties as assigned.

Flexible Workplace

This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy.   1. Manage and coordinate construction projects for new facilities or remodeling and repair of existing facilities.
  2. Prepare project budgets and cost estimates.
  3. In consultation with division directors, prepare documentation for review and make presentations to the County Manager, the Capital Improvement Program Advisory Committee, Regional Railroad Authority, and/or the County Board of Commissioners regarding proposed facility projects.
  4. Provide input to the negotiation and purchase process for new land acquisitions, including working with the County Attorney’s Office.
  5. Prepare Request for Proposals for professional services related to preparation of plans and specifications and provide specialized project administration.
  6. Manage formal project reviews by public agencies that have jurisdiction, such as the local municipality issuing Conditional Use Permit or Rezoning Classification for the project site.
  7. Evaluate bids for construction, major repairs and asset preservation projects and make recommendations for contract awards.
  8. Provide technical services and administer consultant contracts for project development.
  9. Coordinate development and review of project design and construction contract administration.
  10. Manage project budgets, review construction reports, and coordinate project progress meetings.
  11. Plan, conduct and/or attend meetings representing the County with a variety of State and local municipal agencies, elected officials, community groups, and interested citizens regarding building site selection, building design, and construction.
  12. Coordinate selection and purchase of furnishings, fixtures, and equipment; and coordinate their delivery and installation.
  13. Assist in developing feasibility and cost studies and technical specifications for facilities modifications that improve energy efficiency.
  14. Analyze and evaluate historical data and the results of inspections to predict and plan for future building maintenance and renovation/replacement needs; forecast the remaining useful lives of facilities and facility systems, and estimate the cost of repairs and replacements.
  15. Determine the status of County compliance with all local, state, and federal regulations, including the ADA.
  16. Work with County department heads and managers in making recommendations for facility improvements, maintenance plans, and implementing recommendations for asset preservation projects.
  17. Serve on internal and external task forces or committees related to capital improvement planning, facility accessibility, asset preservation, mobile equipment replacement, energy efficiency, and safety.
  18. Manage existing agreements and provide input to new agreements for County owned property.
  19. Monitor County owned property by investigating encroachments, participating in dispute resolution with adjacent property owners, and inspecting or arranging for annual property inspection.
  20. In coordination with division directors, manage asset preservation and rehabilitation projects.  Responsible for construction contract management, monitoring projects and communicating progress.
  21. Prepare plans, project budgets and cost estimates based on predictable life cycles and condition analysis of buildings, mechanical/electrical systems, site/grounds and mobile equipment.
  22. Maintain and advocate Ramsey County Workplace Standards.

Qualifications

Minimum Qualifications

Education:  Bachelor’s degree in planning, architecture, interior design, construction management, engineering, or related field. 

Experience:  Five years of experience in capital asset management, construction management, project management and/or related experience with commercial and institutional buildings and grounds.

Substitution:  Associate’s Degree in related design and construction field and seven years of experience in areas such as capital asset management, construction management, project management and/or related experience with commercial and institutional buildings and grounds can be substituted for education.

Certifications/Licensure:  Valid class D driver’s license.

Finger printingThe Bureau of Criminal Apprehension (BCA) and the FBI require the Property Management Department to submit fingerprint cards of new employees and to keep them on file for every employee that has access to areas where their databases or information are accessed, produced, used, or stored.

Bureau of Criminal Apprehension (BCA):

Certification by the Bureau of Criminal Apprehension (BCA) for authorized access to areas where the Criminal Justice Information System (CJIS) is accessed or CJIS information is stored is required after hire and the ability to maintain this certification every year.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:
 Training and Experience Rating = 100% 

The examination for Property Manager will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.
 Eligible List:  The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Property Manager. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been certified and their status.
The names of all applicants who pass the examination with a score of 50 or higher will be forwarded to the department for further consider.
Veteran's Preference:  This is a classified position requiring an open, competitive selection process.  Veteran's Preference points will be applied after a candidate passes the examination process.  Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
 Criminal Background Checks:  All employment offers are conditioned upon the applicant passing a criminal background check. Convictions are not an automatic bar to employment. Each case is considered on its individual merits and the type of work sought. However, making false statements or withholding information will cause you to be barred from employment, or removed from employment.
 E-Verify Participation:  Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.
