Basic Function

The Chief of Staff has overall responsibility for prioritizing and advancing work led by the County Manager. This position reports directly to the County Manager and works closely with the Deputy County Managers, the Ramsey County Board of Commissioners, other senior Ramsey County leaders and members of the community to effectively prioritize and implement the work of Ramsey County; and perform related duties as assigned.

This position has the primary responsibility of acting as the chief advisor to the County Manager in balancing competing priorities, ensuring effective implementation of organizational objectives, remaining aligned with the vision, mission and goals of the organization, maximizing Ramsey County’s visibility in performing its work, and ensuring overall organizational excellence across all aspects of the organization.  Ensures that Ramsey County is an organization of excellence in the work that it implements, while enabling the County Manager, in partnership with the Board of Commissioners, to ensure the County is also influencing and leading significant regional, state and national work that positively shapes the lives of the residents of Ramsey County. Perform related duties and other responsibilities as may be necessary and appropriate to support the County administration.  This position involves the application of a high degree of judgment, a deep understanding of the community that Ramsey County serves, strong leadership skills and independent initiative.

    Flexible Workplace
    This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Promote a diverse, culturally competent, inclusive, and respectful workforce that reflects the demographics of the community.

  1. Coordinate, prioritize and lead work of the County Manager’s executive team to advance the strategic direction established by the County Board with a focus on initiatives involving residents-first service delivery, policy, culture, accountability, racial equity and community outreach.
  2. Oversee the management of anticipated and unanticipated organizational issues so that the County Manager can maintain a focus on the implementation of organizational priorities that involve the Board of Commissioners, the community, and other local, state and national partners.
  3. Act as a senior advisor to the County Manager on strategic goals and priorities and policy matters; organize and prioritize critical information to ensure effective decision-making.
  4. Act as the decision-maker on critical matters that do not require the County Manager’s direct attention; can anticipate and avert issues and seize opportunities to transform the county and achieve outcomes aligned with the County Board’s vision, mission and goals.
  5. Represent the County Manager at policy meetings or other events where the County Manager is unable to attend.
  6. Inform and update the County Manager on the status of County business; communicate with Commissioners, as needed and appropriate, to educate, inform, and update them on County projects, activities, and issues that pertain to implementation of the organization’s Vision, Mission and Goals.
  7. Provide direction in the implementation of County Board policies and directives.
  8. Represent the County Manager and provide direction to county leadership and staff and oversight in the planning, development, management, coordination, delivery and evaluation of overall administration of County affairs.
  9. Lead staff in building a culture that supports innovation, measured risk taking, and excellence.
  10. Promote a respectful workplace that values inclusiveness and excellence.
  11. Work in close partnership with the County Manager’s Office Director of Administration and Chief Clerk to the Board to ensure alignment of staff resources and effective implementation of County Manager’s Office priorities.
  12. Represent the County in intergovernmental relationships and collaborations at local, state, regional, and federal levels; maintain effective working relationships with intergovernmental partners, the business community and other agencies that work together with Ramsey County.

Qualifications

Minimum Qualifications

Education:  Bachelor’s degree in public administration, human services, business administration, or related field

Experience:  Eight years of progressively responsible experience in high managerial administrative positions in public or private non-profit organizations requiring significant and independent initiative and well-developed executive leadership and management skills

Substitution:  A combination of related education and experience that equates to 12 years of experience

Certifications/Licensure:  None

Preferred:  Master's degree in public administration or related field, or a Juris Doctorate

This is an unclassified, at-will position, holding a confidential relation to the department head or elected official. This position requires an open screening and selection process. There is no exam for this unclassified, at-will, position. All applicants who meet the minimum qualifications will be forwarded to the department for consideration.
