Job Summary:

The Senior Accountant for Government Funding is responsible for evaluating and maintaining the financial systems used by government grant-funded programs.  The incumbent will work across all program areas within the YMCA to develop effective financial processes and report on meaningful financial metrics to drive departmental and organizational goals. This role will also support the fiscal implementation, monitoring, and evaluation of complex government grant-funded programs (including federal, state, county and local) to ensure fiscal compliance and all contract funding terms and conditions are met.

 Relationships:

This position reports to the Controller who reports to the SVP of Finance. The Senior Accountant interacts regularly with program leaders and staff at all levels of the organization, including staff in the Mission Advancement and operational leaders, outside agencies, and partners. Work direction may also come from leaders in Mission Advancement and other team members in the Finance and Accounting department.

Work Conditions:  Must be able to work on a computer for extended periods of time. Must be able to travel locally.

Responsibilities

Essential Functions:  

Develop financial processes, in partnership with program leadership, to enhance fiscal compliance and efficiencies and ensure achievement of goals and objectives. Manage all contractual obligations relating to financial functions, including completing and submitting required financial reports, monthly and quarterly billings, and other financial deliverables. Navigate government billing systems and leverage internal software systems to develop more efficient processes for submitting expenses for reimbursement. Apply compliance standards unique to federal, state, county and local government contracts. Manage and leverage funding contracts to maximize funding requests in new grant proposals. Develop tools and systems to monitor and improve fiscal compliance, including developing, managing and implementing billing and invoicing processes. Analyze the financial impact of new and existing initiatives and programs and support the development of plans to create financial sustainability. Partner with program leadership and Mission Advancement teams to evaluate and enhance internal controls, processes, and procedures. Conduct trainings regarding processes and procedures as needed.

Qualifications

Qualifications:

Required: Bachelor's degree in Accounting, Finance, Business or related field required or equivalent work experience Minimum of four (4) years relevant experience working in an accounting or finance environment that requires compliance with specific governmental regulations. Experience working with financial requirements in the management of grants. Ability to read, analyze, and implement fiscal elements of contract terms and conditions and operationalize compliance systems. In-depth understanding of accounting principles, methods and applications. Ability to use qualitative and quantitative data to make recommendations and decisions. High degree of competence, initiative, communication, and organizational skills, and the ability to make independent decisions. Experience in Microsoft Excel required, experience in Microsoft GP, Raiser's Edge and Planful a plus. Ability to work in a very diverse setting with people of all backgrounds, cultures, and orientations. Ability to establish and maintain working relationships with staff and community partners. Ability to work with confidential information Detail oriented, flexible, adaptable, and teachable. Ability to prioritize work to meet established deadlines.
