Job Class: Information Technology Specialist 3 Working Title: Software Engineer The Public Employees Retirement Association (PERA) administers three statewide retirement plans providing a defined benefit plan (DBP) to participating public employees in the state of Minnesota. We serve over 440,000 current and former public employees from 2,100 governmental agencies and pay monthly benefits to more than 125,000 retirees, disabled members, and survivors of deceased members. Our members are social workers, firefighters, snowplow drivers, nurses, jailers, attorneys, paraprofessionals, and police officers. They work in our parks, cities, counties, and schools across the state. The services they provide and the work they do make our communities better. Benefit payments to PERA recipients are spent in local communities supporting economic activity and jobs, and are considered taxable income at both the federal and state levels.

Responsibilities

Job Summary This position exists to work as part of a highly collaborative cross-functional Agile/SCRUM team to implement new business system needs, as well as make modifications and fix bugs in existing code. Responsibilities include analyzing user stories, application design, developing user interface layouts, writing code for both the front-end and back-end of the applications, developing and executing test scripts, fixing defects and supporting applications in production. Once new hire training is complete, this position offers a hybrid work schedule which includes primarily telework days with some in-office days as required at the PERA office building in St. Paul, Minnesota.

Qualifications

Four (4) years of software development experience. • *A Master’s degree in Computer Science, or Management Information Systems field may substitute for two (2) years of experience. • A Bachelor’s degree in Computer Science, or Management Information Systems field may substitute for one (1) year of experience.

Years of experience and education must clearly demonstrate the following: • Strong knowledge of the full software development lifecycle • Experience with all of the following: .Net Core, ASP.NET, C#, HTML, CSS, JavaScript, Microsoft SQL Server and Web Development • Knowledge of source control systems such as Git, Subversion, and Microsoft Visual SourceSafe • Experience working in a team-oriented, collaborative environment • Demonstrated oral and/or written communication skills sufficient to support the needs of other IT Services staff, and interact with agency staff using non-technical language • Proficient in Microsoft Office including Excel, Word and Access • Strong analytical skills to determine effective approaches to business solutions
