Basic Function

The current vacancy is in the Ramsey County Human Resources department.  
 
The Talent Acquisition Supervisor leads the team responsible for creating and implementing recruiting initiatives that will attract talented candidates for placement across Ramsey County.  This position will ensure that the full cycle recruitment experience for candidates and hiring managers is exceptional.  
 
 Flexible Workplace
  This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Responsibilities

Examples of Work Performed

 

  1. Manage full cycle recruitments in a fast paced, high-volume organization while supporting affirmative action goals.  Full cycle recruitment includes develop job profiles, implement recruitment strategies, review applications for minimum qualifications, coordinate SME reviews, coordinate the interview process, set salaries, and facilitate job offers. 
  2. Interview, select, hire, train, supervise, and evaluate the Talent Acquisition Team.  Monitor their day-to-day work progress, ensuring that the NeoGov ATS system accurately reflects the current stage of the recruitment process.  
  3. Build, administer and maintain the applicant tracking system, NeoGov.        Ensure system is being used to appropriately and to its full functionality.
  4. Responsible for reporting and data analysis to tell the story of the Talent Acquisition team and to identify any needed process improvements.
  5. Build relationships with client department managers to provide consultation and ensure regular communication and customer satisfaction.
  6. May complete full-cycle recruitment activities for new, difficult-to-fill, and/or management-level positions during peak recruitment periods.
  7. Source potential candidates through hiring events, digital marketing and other sourcing resources.

Qualifications

Minimum Qualifications

Education:   Bachelor's Degree in Psychology, Human Resources, Business Administration, Public Administration, Organizational Development, Communications, or a related area.
 
Experience:   Four years of human resources, business administration, or related experience.
 
Substitution:  Any equivalent combination of education and experience may be substituted.
 
Certifications/Licensure:  None.
 
Preferred: Public sector experience; experience working in a union environment.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Knowledge of Ramsey County Personnel Act and Rules, union contracts and applicable state and federal laws. 
  • Knowledge of standard principles, methods and techniques of employment testing, classification and compensation, disability and leave of absence management, workers compensation management, benefits management, labor relations, performance management, occupational health and safety management and benefit/insurance administration as related to the area to which assigned. 
  • Knowledge of county governmental structure. 
  • Knowledge of statistical concepts and methods. 
  • Knowledge of HRIS systems as related to the area to which assigned.
  • Skill in facilitating a group problem solving process, managing conflict and negotiating satisfactory outcomes.
  • Skill in gathering, analyzing and organizing information, conducting comparative analyses and making clear recommendations around human resources requirements.
  • Skill in prioritizing and managing several complex projects simultaneously.
  • Skill in communicating effectively orally and in writing. 
  • Ability to interact effectively with department managers, employees, applicants, the general public and employee or applicant representatives. 
  • Ability to train professional staff, direct their work and supervise technical human resources practices and procedures.
  • Ability to provide effective work direction and feedback to employees and maintain a positive working environment.
  • Ability to work independently as well as lead a team.
  • Ability to identify issues and trends in human resources.
  • Ability to work under strict and multiple deadlines.
