Responsibilities

Basic Function

The current vacancy is in the Enterprise & Administrative Services Department - Enterprise Project Management Office. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.  

Ramsey County’s Enterprise Project Management Office (EPMO) is recruiting for the EPMO Supervisor position. This role will provide day-to-day leadership and supervision of the EPMO’s Business Analysis, Process Improvement and Organizational Change Management team members, including employees and consultants. The EPMO Supervisor for these three practice areas will ensure quality standards are maintained and adhered to and that the practices continually mature and evolve to better serve the organization's and relevant stakeholders' needs.

To supervise, develop and direct one or more practice area of the Enterprise Project Management Office (EPMO), such as program/project management, business analysis, process improvement, and organizational change management. Responsible for hiring, developing, coaching, mentoring and supervising a staff delivering services within the practices, as well as managing relationships and quality of service delivery. Manage and provide professional project-based services to county leadership, service teams, departments, and employees to ultimately serve the residents of Ramsey County. Confer with business partners to determine the type and allocation of resources needed to meet business and project objectives, fulfill resource requests with internal staff or source utilizing external vendor partners and monitor/assess staff performance. Mature assigned practices to remain up to date with relevant professional frameworks reflected in EPMO standards, processes and procedures; create new and elaborate in-place templates to ensure consistency in approach and deliver value to serve the residents of Ramsey County; and perform related duties as assigned. 

 

Examples of Work Performed

 

  1. Promote a diverse, culturally competent, and respectful workplace.
  2. Responsible for setting the goals and objectives of the Enterprise Project Management Office; developing, recommending and implementing new and revised policies; and implementing, monitoring and evaluating established programs.
  3. Manage, direct, and supervise staff; conduct performance evaluations; ensure staff are trained; provide consultation, advice and direction to staff. 
  4. Define, develop, and continually improve and adapt the standards, processes, procedures, tools, techniques, and associated artifacts for assigned practice area based upon generally accepted frameworks. 
  5. Consult with the business partner seeking EPMO’s professional services to determine program/project staffing requirements. Build and maintain strong relationships with business partners across the County.
  6. Recruit and onboard new staff and consultants to countywide program/projects. Review and evaluate consultants’ performance.
  7. Mentor and coach the staff and consultants in the planning and execution of practice-related activities and the production of related plans and artifacts; ensure alignment with wider project, program, and departmental strategies. Responsible for the resource forecast; estimate and evaluate the impact of incoming program and project-related requests. Act as a point of escalation for assigned practice area(s).
  8. Manage the determination and reporting of the EMPO’s performance indicators; provide reports on practice areas utilization and performance metrics; and continually improve metrics and measurements to accurately reflect EPMO activities and performance.
  9. Lead and provide oversight for significant, complex business and/or technology implementation projects from initiation through deployment, managing all aspects of the project.
  10. Coordinate the work of staff, consultants and vendors to ensure that County projects are well managed and adhere to the EMPO’s standards and best practices.

Qualifications

Minimum Qualifications

 

Education: Bachelor's Degree in a technology field, business administration, public administration or a related field. 

 

Experience: 

For Business Analysis, Process Improvement and Organizational Change Management Unit: Five years of combined business analysis, process improvement and organizational change management experience. Work experience must have included demonstrated experience that would allow one to gain a conceptual understanding of interrelated between the practice areas.
 
Substitution: A Master’s degree may substitute for one year of the required experience. Four additional years of the specified practice area(s) experience may substitute for the post-secondary education requirement listed above.
 
Certifications/Licensure: None.
 
Preferred: Certification in the practice area or equivalent such as Project Management Professional (PMP).

 

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100%
The examination for Enterprise Project Management Office Supervisor will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Enterprise Project Management Office Supervisor. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 1 month or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

Veteran's Preference: This is a classified position requiring an open, competitive selection process.  Veteran's Preference points will be applied after a candidate passes the examination process.
