The current vacancies are on the Enterprise Services Team in the Enterprise & Administrative Services Department. The eligibility list created by this vacancy may be used to hire other vacancies in the department.
Ramsey County is now recruiting for two Service Center Navigators. These positions will rotate working at service centers and in various community partner sites; helping residents to access county services. As a Service Center Navigator, your work may include:- Providing customer support to residents in-person, by phone and via email.
- Helping residents access basic needs county programs such as Food Stamps (SNAP), healthcare programs and childcare and housing subsidies.
BASIC FUNCTION
To assist Ramsey County residents in accessing county services. Residents who seek navigation assistance could be identified as low income, in need of public assistance and social services, economically disadvantaged, dislocated workers, and/or unemployed. Navigators are responsible to engage with residents who are seeking assistance, provide general knowledge of county services and eligibility, and build positive rapport with residents and their families, through a racial equity lens; connect, consult, and collaborate with internal and external partners on service provisions for residents to initiate access to services; and perform related duties as assigned.

- Assist residents/clients in the service centers and other county/community partner locations with navigating the county system, in addition to resources available outside of county services; maintain knowledge of county services through on-going partnerships, trainings, meetings, and staying up to date of program changes at the county, city, and state level.
- Speak to community groups to present information about Service Centers and Ramsey County Navigator resources and functions.
- Maintain accurate case records and documentation requirements as directed including management information system tracking, service referrals and progress reports, and general case management inquiries.
- Identify financial aid programs available to individuals and advise them of the effects of such programs such as TANF, Food Stamps (SNAP), and childcare and housing subsidies.
- Develop and maintain relationships with other service professionals and agencies, including those providing services to refugees, to facilitate individuals' access to community resources and to evaluate effectiveness of these programs.
- Respond to emergency situations by contacting departmental or community resources on behalf of residents; may assist staff in conducting on-site visits to community programs and other community engagement activities.
- Ensure resident/client monitoring and tracking compliance by adhering to documentation standards.
- Provide problem-solving consultation to residents/clients, co-workers, service providers and other agencies.
- Consult, coordinate and collaborate with internal and external partners and professionals on the provision of programs and services available to residents. Provide problem solving consultation to clients, co-workers, county leaders, service providers and other agencies on behalf and in advocacy of Ramsey County residents.
- Work in partnership with Ramsey County department staff and stakeholders, internal and external, to enhance Service Center functionality and efficiency
- Maintain cultural self-awareness and a commitment to racial equity as defined and outlined by Ramsey County mission, vision, and goals and in the work with residents/clients to meet their needs.
- Represent the unit/department in committee assignments and interactions with community groups for service provisions and program planning.
(The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position’s management approved work schedule is required.)

Qualifications
- Minimum Qualifications

Education: Bachelor's Degree in a social science or related field.
Experience: None.
Substitution: Additional years of experience, in a social science or related field, may substitute for each year of education lacking, on a year for year basis.
Certifications/Licensure: None.
Preferred: Three to five years of professional experience working with individuals and families providing outreach and engaging with the community.

The examination process will consist of the following section with each section weighted as indicated:

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Service Center Navigator. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 3 month or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.
The names of all applicants who pass the examination with a score of 80 or higher will be forwarded to the department for further consider.
Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
Criminal Background Checks: All employment offers are conditioned upon the applicant passing a criminal background check. Convictions are not an automatic bar to employment. Each case is considered on its individual merits and the type of work sought. However, making false statements or withholding information will cause you to be barred from employment, or removed from employment.
E-Verify Participation: Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. If the Government cannot confirm that you are authorized to work, Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you, including terminating your employment. Employers may not use E-Verify to pre-screen job applicants and may not limit or influence the choice of documents you present for use on the Form I-9.
