The current vacancies are in the Financial Assistance Services department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

To assist Ramsey County residents in connecting to, or maintaining a connection to, the resources available to meet their economic and social service needs.  To primarily serve current or recent recipients of public assistance through determining benefits for the various public assistance programs; to re-determine eligibility and benefits in response to changes in a program participant's circumstances; to review eligibility for recently closed public assistance programs; to evaluate eligibility for additional programs for current recipients of public assistance.  To communicate program requirements and assist program participants in maintaining eligibility for assistance.  To support program participants in achieving the highest possible degree of independence from public assistance; to support participants in addressing those barriers that prevent them from achieving and maintaining self-sufficiency.  To communicate program purposes and apply policies to individuals in a clear, polite, professional and culturally sensitive manner; and perform related duties as assigned. (This is the entry level of this class series. Employees are assigned to a case management unit responsible for on-going reviews of active Minnesota Family Investment Program (MFIP), Supplemental Nutrition Assistance Program (SNAP), General Assistance (GA), or MNsure, Medical Assistance (MA)-Minnesota Supplemental Aid (MSA)-General Assistance Medical Care (GAMC) cases.  Assignments enable employees to gain the knowledge required for advancement to Financial Worker 2.)

Hourly Salary Range for Financial Worker 1:  $20.31 - $29.08
Hourly Salary Range for Financial Worker 2:  $21.43 - $31.90

 

Examples of Work Performed

 

  1. Determine on-going eligibility of clients of multiple public assistance programs; conduct interviews, and review and verify information on clients' status with respect to program requirements.
  2. Determine initial eligibility for households applying for Emergency Assistance or active on public assistance and applying for additional programs; conduct interviews, and review and verify information on clients' status with respect to program requirements.
  3. Effectively communicate program time limits, expectations and other program requirements to the client, and serve as a central point of communication for financial, childcare and employment services.
  4. Determine benefit amounts for clients and re-determine benefit amounts required by changes in a client's status, by reviewing and verifying client information, preparing budgets and related documents, and calculating benefit amounts in accordance with established benefit standards.
  5. Perform data entry on, retrieve information from, and employ other keyboard skills with multiple county and state computer systems (including MAXIS, MMIS, METS, MEC2 and Outlook).
  6. Advise clients of case status, including explaining eligibility requirements and benefit factors, refer clients to programs to assist them in maintaining eligibility, and to programs and other community resources in the event the client is no longer eligible for public assistance.
  7. Maintain detailed knowledge of the current requirements of multiple public assistance programs through meetings, training sessions and the review of appropriate literature.
  8. Attend appeal hearings and documents the actions taken by the agency regarding eligibility or amount of public assistance issued.
  9. Provide caseload coverage for co-workers.  May provide on-the-job training for staff new to the agency or new to a particular program.
  10. Maintain regular, punctual attendance consistent with the ADA, FMLA and other federal state and local standards.

Qualifications

Minimum Qualifications

Financial Worker 1:
Education:  High School Graduation.
 
Experience:  Two years of clerical, customer service or client service experience or one year of clerical, customer service or client service experience and completion of the Human Services Pathway Program.
 
Substitution:  Any combination of education and experience that equates to two years can be substituted for the required experience. 
 
Certifications/Licensure:   None.

Financial Worker 2:
Education: High School Graduation.
 
Experience: 
Four years of clerical, customer service or client service experience including two years as a Financial Worker 1 or two years of experience determining eligibility for a government based financial or medical assistance program.
 
Substitution: 
Any combination of education and experience that equates to two years can be substituted for the two years of clerical, customer service or client service required experience. 
 
Certifications/Licensure: 
None.

Exam/Screening Process Information

The examination process will consist of the following sections with each section weighted as indicated:
 

 •Training and Experience Rating = 100%

The examination for Financial Worker 1 & 2 will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on your answers to the questions - do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Financial Worker 1 & 2.  The list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy.  Candidates will remain on the list for three months or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list. The names of all applicants who pass the examination with a score of 35 or higher will be forwarded to the department for further consideration.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

Criminal Background Checks: All employment offers are conditioned upon the applicant passing a criminal background check. Convictions are not an automatic bar to employment. Each case is considered on its individual merits and the type of work sought. However, making false statements or withholding information will cause you to be barred from employment, or removed from employment.
