Direct and oversee all aspects of the Community Corrections Department including planning and organizing the provision of services to the court through probation/parole, counseling, treatment, or detention; to coordinate all functions governed by the Community Corrections Act and other applicable state and federal statutes. Coordinating the provision of effective services while working in conjunction with the Health and Wellness Service Team departments and leaders. Earn the trust of community by building relationships, share power and continue to invest in and implement solutions for more community options and less confinement within institutions; and perform related duties as assigned.
The ideal candidate will possess the following:- Knowledge of the principles and practices of functions within the Department and within the field of corrections, including current trends and developments in the industry.
- Knowledge of particular programs/services and the availability of funding sources.
- Skill in written and verbal communication and the ability to make presentations before the public, staff, and various boards and legislative bodies.
- Ability to effectively lead and participate in planning and strategic planning initiatives; ability to analyze and communicate complex research/evaluation data and reach appropriate decisions.
- Ability to transform processes, procedures and practices with community, client and stakeholder input for better outcomes for our residents.
- Ability to analyze and assess organizational culture to shift and initiate necessary levers for change.
- Ability to manage and lead through a transforming criminal justice landscape resources effectively to address those objectives.
- Ability to work with community members and organizations.
- Ability to identify major trends that will affect the Community Corrections Department and prioritize objectives and allocate resources effectively.

- Promote a diverse, culturally competent and respectful workplace, supporting the County’s priority to Advance Racial and Health Equity
- Direct and manage all operations of the Department to ensure that services and programs are provided in a manner consistent with laws, rules and regulations governing the department, policies established by the County Board, the District Court and accepted and evidence-based standards of practice.
- Direct and manage all personnel operations in the department, including hiring, supervision of staff, employee discipline, performance management and leadership development.
- Direct the development and management of the Department's annual operating budget including projecting funding levels, assessing existing and anticipated service levels, staffing needs, capital improvement plans, performance measurement systems, and program changes or requirements. Present the budget to the County Manager and County Board for approval.
- Direct the development of strategic goals and objectives and long-range planning for programs and operations, incorporating community input, establish measurable program outcomes and oversee the development of continuous improvement and effective performance measures.
- Collaborate with other private, public, non-profit, and community-based organizations to promote and achieve corrections department goals that align with Ramsey County, Service Team, and community priorities, such as addressing the issue of disproportionate minority contact. Participate in and lead corrections related.
- Participate on a variety of Boards. commissions, national, state, regional and local committees to advance the work of community corrections and justice system reforms
- Actively work with the Department of Corrections (DOC), Minnesota Association of Community Corrections Act Counties (MACCAC) and other corrections delivery system organizations and associations to address common goals and objectives
- Work with the county’s legislative staff to provide advocacy; testify before the legislature as necessary. Direct the analysis, documentation, and response to changes in laws, rules, regulations to ensure appropriate action and response.
- Direct the development of Board Action documents, presentations and workshops and appear before the Board of Commissioners as needed or required.
- Participate on the County Manager’s and Health and Wellness Service Team senior leadership teams; participate in work groups with other County Department leaders as needed or required.
- Represent the department and county in meetings and committees with elected officials, Board of Commissioners, judges, community, state, and federal officials.
- Engage with community partners regarding existing services, standards, and budget. Codesign new initiatives and interventions considering resident needs and desired outcomes. Review data with community to build effective partnerships, shared decision making and greater trust with residents and system leaders.

Qualifications
- Minimum Qualifications

Education: Bachelor's degree in corrections, criminal justice, human services, counseling, public administration, business administration or related field.
Experience: Ten years of progressively responsible professional experience involving supervisory and administrative responsibilities in a community corrections, human services, public health, or correctional organization, with at least five years of experience as a director of a department, deputy director, a division head, or equivalent.
Substitutions: Master's degree may substitute for two years of the required experience. OR any combination of education and experience that equated to 14 years.

This is an unclassified, at-will position, holding a confidential relation to the department head or elected official. This position requires an open screening and selection process. There is no exam for this unclassified, at-will, position. All applicants who meet the minimum qualifications will be forwarded to the department for consideration. Subdivision 1. General. "The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."
