
General Duty Statement
The City of Saint Paul is seeking an Accessibility Coordinator for the City's Office of Human Rights and Equal Economic Opportunity (HREEO). HREEO champions justice and equity by confronting issues of discrimination and providing innovative avenues for accessibility and economic opportunities for all residents and businesses.
The Position:
Performs the full range of professional and highly-responsible work in coordinating programs to implement and sustain compliance with the American Disabilities Act (ADA) and Limited English Proficiency (LEP) programs for the City of Saint Paul. Position promotes best practices city-wide to ensure accessibility to resources for both programs. The ADA program advances equity for the St. Paul community members with disabilities. Addresses allegations of discrimination and non-compliance under ADA and applicable federal and state laws regarding discrimination based on disabilities. The LEP plan outlines how the City will improve access to services for individuals with limited English proficiency who seek to participate in programs, services, and activities provided by the City of Saint Paul. These individuals, by utilizing City Staff, may be entitled to language assistance regarding a benefit, service, or encounter in the City. Performs related duties and responsibilities as required.
Typical Duties:
Conducts compliance investigations. Processes intake data, conducts interviews, collects evidence, conducts site visits, and guides cases to resolution. Acts as a facilitator in complaint resolutions. Interprets and explains codes on accessibility of buildings, facilities, programs, and services. Responds to inquiries and complaints from businesses, public, and contractors concerning disability rights and access to language services. Coordinates and leads internal LEP implementation efforts and serves as subject matter expert on LEP compliance for City departments. Provides training and enforces policies and procedures to ensure City compliance with LEP regulations.
Conducts outreach in the community. Essential Functions are the functions that the individual holding the position must be able to perform unaided or with the assistance of a reasonable accommodation. Eligible Lists: Eligible lists typically are created from a pass/fail assessment. Those who pass the assessment will be placed on an eligible list for approximately one year. Hiring Managers may interview/hire anyone from the list.
Final Selection Process: You must receive a score of 75% or higher to pass the assessment and be considered for the position. Those who pass will be placed on an eligible list and all will be notified of their status. A Hiring Manager will consider those applicants eligible for hire. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method.
Condition of Employment: This position will require proof of vaccination and an attestation of vaccination for COVID-19. This position will require a background check which may include criminal history, and employment history as a condition of employment. Candidates will be required to submit proof of education to Human Resources upon conditional job offer. Qualifications
Requirements A bachelor's degree in rehabilitation counseling, disability studies, nursing, social sciences, psychology, or a related field. Related fields may include but are not limited to Gerontology and Social Work.
Three years of professional experience as an ADA Coordinator, Disability Rights Coordinator, or related experience. Related experience may include but is not limited to work as a Therapist, Social Worker, and/or Compliance Coordinator experience. A combination of education and experience may be substituted to equal at least 7 years for this position.
