As part of an estimated $45 million project, LS Black Development hopes to bring nearly 130 new homes near St. Paul’s Lowertown neighborhood — including affordable housing units and new digs for the company itself. Construction is probably a couple of years away, but plans are moving forward for the proposed mixed-use development at 554 Broadway.
