Ramsey County has issued two Requests Developing Interest (RDIs) for two properties in Maplewood – North and South. The two RDIs are offered concurrently via the schedule. Proposers may submit proposals for one or both properties.
Maplewood Properties - North is a 77-acre undeveloped site in southeastern Maplewood with access from South Century Avenue. To the south is the Ramsey County Correctional Facility; to the north and west is Battle Creek Regional Park. To the east is residential property in the City of Woodbury.
Ramsey County Maplewood Properties - South is an 88-acre property in southeastern Maplewood located at 601 South Century Avenue. The property has served as the County-owned Ponds at Battle Creek Golf Course and is closing permanently on September 12, 2021. Across Lower Afton Road to the north is the Ramsey County Correctional Facility; to the south and west is residential property in the City of Maplewood. To the east is residential property in the City of Woodbury.

Ramsey County reserves the right to amend or withdraw this RDI at any time, to waive minor irregularities in the RDI process, and to reject any or all RDI responses.
Response Deadline. Developers intending to submit a proposal are asked to notify the county by
email by September 20, 2021. Providing such notice will allow Developers to be informed of any
changes or clarifications to this RDI and provided answers to any questions received, all of which
will be posted on DemandStar. Emails should be sent to: email@example.com.
Submission of Responses (electronic submittals only; maximum 25 pages). Submit as an email with
header “Proposal for Maplewood Properties-South”. Complete proposals must be received by 4:00 p.m.,
October 4, 2021.

The 100+ acre site was home to many outdated and entrenched industrial land uses anchored in place due to emerging environmental laws and lack of alternative locations. Because of the unique challenges facing the site, the city took an active role in acquiring the properties and leading environmental remediation efforts. Over approximately the last decade, the area has transformed from one of the city’s most polluted and unsightly areas into a thriving area to work and live. Once valued at just under $4M, the area’s value now exceeds $100M and continues to grow.
