After deconstructing the former Adult Detention Center and Ramsey County Government Center West buildings to prepare the site for new development, Ramsey County entered into a preliminary development agreement with AECOM.
The proposed $788 million development with four new towers will transform how downtown residents, workers and visitors connect with the Mississippi River. Proposed private development could yield more than $15 million in new property tax revenue per year.
Ramsey County and AECOM are in the process of creating technical engineering and design documents, seeking regulatory clearances, initiating public engagement activities, and starting negotiation of a development agreement. Construction on the site is anticipated to begin in 2020 or 2021.
This prime mixed-use development opportunity is located on the west side of I-35W & Old Hwy 8 and north of Mustang Drive approximately nine miles northeast of downtown Minneapolis and 11 miles northwest of downtown Saint Paul. The site is situated in close proximity to transportation networks, major employment centers, colleges and universities, regional shopping centers and numerous recreational spots.
3.5 acres includes all 4 parcels. An additional adjacent 2 acres may be purchased in a private sale from Bauer Welding.
The 100+ acre site was home to many outdated and entrenched industrial land uses anchored in place due to emerging environmental laws and lack of alternative locations. Because of the unique challenges facing the site, the city took an active role in acquiring the properties and leading environmental remediation efforts. Over approximately the last decade, the area has transformed from one of the city’s most polluted and unsightly areas into a thriving area to work and live. Once valued at just under $4M, the area’s value now exceeds $100M and continues to grow.
