The Workforce Innovation Board names new chair-elect and welcomes new and returning members

At its August 8, 2024 meeting, the Workforce Innovation Board of Ramsey County (WIB) will welcome incoming Chair-elect, Yolanda McIntosh, two newly appointed board members, Tami Cybulski and Bryan Kuzel, and ten reappointed members.
McIntosh, Director of Diversity, Equity & Inclusion at Associated General Contractors of MN, was first appointed to the WIB by the Ramsey County Board of Commissioners in 2020. She will serve as the WIB Chair-elect for the next year before taking over as WIB Chair in 2025. McIntosh is taking over for outgoing WIB Chair-elect, Susan Jambor who is retiring soon.
“We are grateful the leadership of Yolanda McIntosh”, said Ling Becker, Workforce Solutions Director. “Her many years of experience working to building more inclusive pathways into construction will be pivotal for the WIB as we support a diverse and well-trained pipeline of workers leveraging significant infrastructure funding opportunities in our community. I am excited to work with her to build upon our existing partnerships and create new ones, ensuring our community has increased access to living wage jobs.”
Cybulski is the AVP Human Resources (HR) at Blaze Credit Union. She was appointed to the WIB by the county board on August 1. “I am eager to contribute to Ramsey County's growth and prosperity by leveraging my HR expertise for workforce development initiatives”, says Cybulski.
Kuzel is the HR Director at Mississippi Market and was appointed to the WIB by the city of Saint Paul. He has a strong background in multiple areas of HR including skills based hiring, talent development, strategic/functional planning, and using technology to build organizational and individual capacity.

The WIB is founded on the belief that everyone who wants to work deserves the dignity of having meaningful career choices. As one of 16 legislatively mandated Workforce Boards in Minnesota, the WIB is responsible for setting strategic direction and providing local oversight for Minnesota’s public workforce system, CareerForce. The WIB’s 33-members are key decision makers in their organizations with knowledge and insight into economic and workforce issues. Fifty one percent of WIB members are business leaders and the remaining members represent organized labor, community-based organizations, education, economic development, workforce development and elected officials. WIB members are appointed by the Ramsey County Board of Commissioners or the City of Saint Paul for two year terms.
