Job Summary

This position provides the leadership and subject matter expertise necessary to develop, implement, and manage the agency's Equal Employment Opportunity (EEO), Affirmative Action (AA)and Americans with Disabilities Act (ADA) programs to ensure compliance with applicable state and federal laws, regulations, and policies. This position creates and provides agency-wide training, implements tools to conduct EEO/AA/ADA data analysis and reporting, and conducts investigations of protected class discrimination complaints. This position advises the Commissioner and agency leadership on EEO trends and initiatives, including policy development and implementation, to foster a diverse, equitable and inclusive work environment. This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Telework eligibility is based on the business needs of the unit and is at management discretion. Commuting to the St. Paul office location for occasional in-person meetings is expected.

Qualifications

Minimum Qualifications

  • Four (4) years of professional level experience with Equal Employment Opportunity, Affirmative Action, and Americans with Disabilities Act programs*
  • Two (2) years of supervisory experience.

*A bachelor's degree in human resources, Organizational Development, Public Policy, or related field may substitute for one (1) year of experience, a master's degree in a desired field may substitute for 18 months of experience and a Law degree may substitute for three (3) years of experience.

Applicants who meet the above experience requirements will be further evaluated based on the following:

  • Knowledge and interpersonal skills to effectively engage and advise agency leadership and staff on equal opportunity-related regulatory requirements and compliance.
  • Skill and experience working with EEO, AA, and ADA programs.
  • Knowledge and experience with best practices for conducting confidential investigations.
  • Verbal and written communication skills to clearly and effectively deliver presentations, trainings, and agency-wide communications.
  • Human relation skills to work collaboratively with others.
  • Ability to track, analyze, and report data.
  • Experience facilitating sensitive conversations with empathy and leadership when dealing with individuals or groups who have conflicting feelings and perspectives.

Preferred Qualifications

  • Experience with the State of Minnesota Connect 700 (C700) program.
  • Experience with the State of Minnesota Monitoring the Hiring process.
  • Experience with alternative dispute resolution methodologies such as mediation and negotiation.
  • Experience with developing and drafting affirmative action plans.

Physical Requirements

  • This position will work in a hybrid office environment with occasional in-person meetings and activities and limited statewide travel to meet business needs. This position will require long periods of sitting and working on a computer.

Additional Requirements

  • Prior to an offer of employment, a background check will be conducted.
