We are hiring a Construction Quality Supervisor to join our St. Paul Regional Water Services (SPRWS) team. The position oversees the construction and replacement of vital water distribution infrastructure, playing a key role in ensuring the quality and integrity of our water systems. This position leads a dedicated team of eight to ten field staff while managing exciting projects that contribute to the reliability of drinking water for our community.

Saint Paul Regional Water Services is a public drinking water utility serving the City of Saint Paul including six surrounding suburban cities with retail water service and three additional cities with wholesale water service. We have been a public water utility since 1882 and currently serve a population of approximately 450,000 people. This position performs an important role in the delivery of construction projects as part of our ongoing effort to maintain four billion dollar water system infrastructure. Here's what you can expect do: Project Coordination: Collaborate with municipal, county, and state agencies to coordinate water distribution projects, ensuring all aspects of project scoping and design are accurately represented. Supervision of Field Staff: Lead and supervise a team of eight to ten field staff, providing guidance, training, and performance management to ensure effective project execution. Contractor Oversight: Review and approve contractor work to ensure compliance with technical specifications and contract documents, addressing any discrepancies and negotiating change orders as needed. Budget Management: Monitor project budgets and progress payments, ensuring financial accountability and adherence to established cost estimates. Quality Control: Oversee water quality and system integrity testing, ensuring that all construction activities meet SPRWS standards and regulatory requirements. Documentation and Reporting: Maintain comprehensive documentation, including Standard Operating Procedures, work orders, and project schedules, to ensure transparency and compliance throughout the project lifecycle. Field Inspections: Conduct regular field visits to project sites to troubleshoot issues, provide direction to staff, and ensure safety protocols are followed. Utility Locates Coordination: Ensure accurate and timely completion of utility locates, coordinating staff efforts to comply with local and state underground utility locating requirements. Customer Engagement: Serve as the primary contact for project representatives and stakeholders, effectively communicating project updates and addressing any concerns that may arise.

Qualifications

Successful candidates typically enter this role with a minimum of ten years of relevant education and work experience. That path to qualification would usually include: A bachelor’s degree in architecture, construction, environmental, planning, engineering, or related field of study. AND Six years of professional work experience to include inspections, construction, cost estimating, utility plan review, pipe laying, and project management work. OR Any combination of post-secondary credits AND work experience in the above fields to equal a total of ten years of combined education and experience.

Relevant work experience that would result in specialized knowledge comparable to the above degree can be substituted for education on a year-for-year basis.
