Basic Function

The current vacancy is in the Property Management Department.  The eligibility list created by this vacancy may be used to hire other vacancies in the department or County. 

This position will likely work 6:00am-2:30pm OR 2nd shift 3:00pm-11:30pm (shift differential provided) with potential for overtime some weekends.

To perform janitorial and/or building guard duties in a Ramsey County facility, to include: cleaning and maintaining public buildings and surrounding areas, controlling building entrance and exit, inspecting building areas, and making safety/security checks; and to perform related duties as assigned.
If an internal candidate is selected, salary will be set in accordance with the personnel rules (i.e. promotion, transfer, or voluntary reduction).

Responsibilities

Examples of Work Performed

JANITORIAL DUTIES 

  1. Clean and maintain offices, workstations, restrooms, and other building areas to include cleaning and maintenance of floors, carpets, walls, windows, furnishings and other building fixtures by using a variety of techniques, methods, and equipment such as burnishers, buffers, shampooers, extractors, vacuums, etc.
  2. Maintain areas in and around County buildings to include mowing, weeding, fertilizing and watering lawns and flowers, pruning trees and bushes, collecting and disposing of trash, removing snow and ice from sidewalks, sweeping ramps and plazas, and applying pesticides. 
  3. Make minor repairs such as changing light bulbs, completing small painting jobs, repairing furniture and cleaning equipment. 
  4. Move and relocate office furniture and equipment as directed.
  5. Receive, store and deliver supplies; set up, remove or store tables, chairs, and other furniture, possibly several times within one shift; and maintain tools, equipment and supplies used on the job.
  6. Perform deep cleaning, shampooing of carpet, striping and waxing floors, pressure washing of rest rooms / loading dock.
  7. BUILDING GUARD DUTIES:
  8. Inspect building areas and grounds to check safety and security measures such as locked doors and windows, fire hazards, trespass, unauthorized exit or theft, and slipping/tripping hazards.  
  9. Monitor audio surveillance, security cameras, and building card access activities to ensure building safety, security and control, and notifies and assists designated staff during emergency situations.
  10. Screen and direct visitors, record visits, and notify staff of visitors.
  11. Verbally control large crowds at County facilities and arenas.   
  12. Operate electronic doors and elevators to control entrance to and exit from a County building; distribute and record the distribution of security keys to staff.
  13. Answer phone calls and provide information to the public or refer calls to staff.
  14. (The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position's management approved work schedule is required.) Finger printing: The Bureau of Criminal Apprehension (BCA) and the FBI require the Property Management Department to submit fingerprint cards of new employees and to keep them on file for every employee that has access to areas where their databases or information are accessed, produced, used, or stored.
  15. Bureau of Criminal Apprehension (BCA):
  16. Certification by the Bureau of Criminal Apprehension (BCA) for authorized access to areas where the Criminal Justice Information System (CJIS) is accessed or CJIS information is stored is required after hire and the ability to maintain this certification every year.

Education High School graduation or equivalent.

 

Experience:  None.

Supervisory/Managerial Responsibility:  May oversee and give work direction to seasonal employees, contractors, hired vendors and/or interns in the building.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100%
  • The examination for the Janitor Building Guard title will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.
     Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Janitor Building Guard. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 1 month or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list. The department may choose to interview any candidate on the eligible list.
    Veteran's Preference: This is a classified position requiring an open, competitive selection process.  Veteran's Preference points will be applied after a candidate passes the examination process.  Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
     Criminal Background Checks:  All employment offers are conditioned upon the applicant passing a criminal background check. Convictions are not an automatic bar to employment. Each case is considered on its individual merits and the type of work sought. However, making false statements or withholding information will cause you to be barred from employment, or removed from employment.
    E-Verify Participation:  Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. If the Government cannot confirm that you are authorized to work, Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you, including terminating your employment.
