We are hiring a Finance Manager (Assistant Division Manager) to join our Saint Paul Regional Water Services (SPRWS) team.

The ideal candidate will have a strong background in finance and accounting, with experience in municipal or public sector finance preferred.
Here’s what you can expect to do: The Finance Manager at SPRWS is responsible for overseeing the financial operations and strategies of the organization while managing a Finance & Cashiering team. This role involves directing the team in budgeting, forecasting, and financial planning to ensure effective resource allocation and compliance with regulatory standards. The Finance Manager, directly or indirectly, supervises key functions including financial reporting, accounts payable, grant management, and capitalizing assets. They oversee preparation of comprehensive financial reports, develop models for decision making, and manage the annual budget process. Acts as an assistant business division manager, assisting in the administration work in the Business Division. Additionally, they collaborate with other departments to evaluate the financial impact of operational decisions, ensure adherence to financial policies, and provide strategic recommendations to support the utility’s long-term sustainability and growth.
SPRWS provides drinking water to customers in the City of Saint Paul in addition to several surrounding suburban communities including Maplewood, West Saint Paul, Lauderdale, Falcon Heights, Mendota, and Mendota Heights. Our valued employees provide water for 450,000 customers and manage the largest water distribution system in Minnesota. Qualifications
A Bachelor's Degree in Engineering, Business Administration, Public Administration, Environmental Science, Urban Planning, Construction Management, Business Management, Economics, or a closely related field and six years of project management, planning, or budget experience. Must have two years of increasingly responsible supervisory or managerial experience. No substitution for a Bachelor’s Degree.
Must possess and maintain a valid Minnesota Class D Driver's License or equivalent out of state driver's license.
Preferred Requirements: A Bachelor's Degree in Accounting, Business Management, Business Administration or a related field and eight (8) years of increasingly responsible experience in planning, supervising and directing major accounting functions in a large organization and at least four (4) years of supervisory and project management experience.
