Basic Function

This new supervisory position is within the Saint Paul-Ramsey County Public Health’s Clinical Services Division and is responsible for oversite of the Public Health Appropriate Responses Initiative and Harm Reduction Services through Clinic 555.
 The Appropriate Responses Initiative seeks to develop wellness-centered responses to 911 calls, in which the Public Health Response Team is one of the newly added models. This team responds to a select subset of non-life-threatening substance use-specific 911 calls. Public Health is one response in a cohort of Appropriate Responses teams including an existing mental health crisis response and a future team of Community Responders.
 Harm Reduction Services are offered onsite at Clinic 555, though outreach in the community, and by way of the Clinic 555 mobile CareVan.  Services include syringe exchange, wound care, naloxone kit distribution and training, safer sex supplies, referrals for immunizations, HIV testing, and sexual health care and treatment, along with connections to community resources

Responsibilities

NATURE OF DUTIES: 
 Daily supervision for team of frontline Public Health Responder staff including real-time support for responders in the field. Responders are currently working from 8am-10pm.

  • Daily supervision for team of outreach staff working out of Clinic 555. 
  • Problem-solving and decision-making around responder concerns, challenges and questions.
  • Promote a diverse, culturally competent and respectful team and work environment.
  • Lead with a focus on improved wellness for Black and American Indian communities in Ramsey County.
  • Active collaboration with Appropriate Responses planning, Emergency Communications Center, Adult and Child Crisis, Community Responder, and evaluation teams.
  • Maintain regular communication with Division Manager, Deputy Director, and Appropriate Responses Planning Team.
  • Provide quantitative and narrative updates on trends, challenges and successes to internal stakeholders. 
  • Ensure deadlines are meet for grant reporting requirements. 
  • Relationship-building with internal and external Ramsey County resources and stakeholders across the 16-city area to ensure ongoing connections to Appropriate Responses.
  • Presentations to internal and external stakeholders in collaboration with the broader Appropriate Responses team.
  • Support and provide oversight of responder electronic documentation.
  • Schedule needed training for responders and outreach staff and maintain training tracker.  
  • Provide orientation, instruction, consultation and support to all team members. 
  • Manage responder and outreach supplies including approval for ordering, tracking, storage, charging and ensuring staff have access to needed materials each shift.
  • Plan and maintain staff schedules to ensure coverage across all response and outreach hours. 
  • Offer regular opportunities for staff to debrief, maintain wellness and problem-solve challenging incidents.
  • To lead and supervise a public health program area by planning and implementing programs, and evaluating or assisting with the evaluation of their effectiveness, in order to meet the needs of Ramsey County residents effectively and efficiently; to develop public health resources in the community; to develop recommendations for and to supervise program budgets; to supervise staff; and perform related duties as assigned.
    Flexible Workplace
    This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Plan, organize, coordinate, direct and supervise the day-to-day activities of a specific public health program.

Evaluate program outcomes to determine if Ramsey County public health needs are being met effectively and efficiently, and recommend and implement any needed changes in programs, staffing, or training.

Supervise and evaluate the work of public health professional and technical staff in the program area to ensure the efficient and effective delivery of services; coordinate the training for program staff; supervise licensing and assures enforcement of county ordinances using compliance assurance tools.

Recommend public health program changes to the division manager by researching pertinent legislation, health trends and community needs; by interpreting the results of data collection; by identifying service delivery strategies and resources; and by preparing reports and grant requests.

Assist the division manager in preparing the program budget, including calculating fees and assuring collection of fees and other revenue, and in evaluating staffing needs in order to maintain quality professional services; monitor the program budget by analyzing budget discrepancies and recommending adjustments to line items; manage program grants and coordinates grant writing activities for assigned program areas. 

Analyze and evaluate existing program policies and procedures; assist in formulating and developing new and revised policies and procedures. Interpret and apply policies and procedures in the assigned program area.

Coordinate program area services and activities with other agencies and departments to maximize resources, avoid duplication, and encourage utilization by the targeted populations; and provide technical expertise to other organizations that are developing and implementing similar service programs in the field of public health and environmental health.

Prepare and conduct formal presentations on public health or environmental health issues to outside groups, staff, elected officials and the general public.

Qualifications

Minimum Qualifications

 

Education:  Bachelor's Degree in public health, environmental health, health information management, or a related field.
 
Experience:  Five years of professional experience in public health, environmental health, community health, health information management, or supervisor of operations in a related field.
  Substitution:  Any combination of related education and related experience that equates to nine years can be substituted for the bachelor’s degree.
Certifications/Licensure: None.

Preferred: If assigned to health information management, Registered Health Information Administrator (RHIA) or Registered Health Information Technician preferred.

Exam/Screening Process Information

  1. The examination process will consist of the following section with each section weighted as indicated:
    •    Training and Experience Rating = 100%
    The examination for Public Health Program Supervisor will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.
    Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Public Health Program Supervisor. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for three months or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.
