Basic Function

To oversee the operation of the circulation desk in a medium or large size Ramsey County library and to supervise the activities of the library's circulation area; to hire, supervise, train, and evaluate circulation staff; to perform bookkeeping duties on a daily basis, and to prepare revenues for weekly deposit; to implement policy and procedure changes related to circulation operations; to serve as the person-in-charge in the absence of the library manager and to perform related duties as assigned.
This is a full-time position working weekends and evenings working at the Ramsey County Maplewood Library 3025 Southlawn Dr, Maplewood, MN 55109.
 If an internal candidate is selected, salary will be set in accordance with the personnel rules (i.e., promotion, transfer, or voluntary reduction).

Responsibilities

Examples of Work Performed

1. Promote a diverse, culturally competent and respectful workplace.
2. Supervise the work activities of the circulation staff by scheduling staff coverage at the circulation desk, planning and coordinating the workflow, conducting employee performance appraisals, providing on-going performance feedback, and training existing and new circulation staff.
3. Perform circulation duties including checking library materials in and out, shelving materials, and registering patrons, collecting fees and fines and providing circulation information to patrons by phone and in person.
4. Perform bookkeeping duties on a daily basis and prepare revenues for weekly deposit.
5. Maintain an active volunteer program in the library.
6. Resolve patron complaints and problems by explaining library policies, interpreting situations, and negotiating fair solutions.
7. Implement policy and procedural changes to maintain efficient circulation functions in the library.
8. Serve as a resource person for library circulation staff.
9. Direct the physical placement of new, and the physical weeding out of old, library materials in consultation with professional library staff.
10. Provide basic reference assistance to patrons by locating library materials and placing holds for library materials, and by referring patrons to references services when appropriate.
11. Maintain office supplies.
12. Submit work orders for building repairs and janitorial services at the branch library to which assigned.
13. Attend meetings of circulation leaders to discuss and resolve problems related to circulation operations.
14. Serve as the person-in-charge in the absence of library manager, responding appropriately to emergency situations.
(The work assigned to a position in this classification may not include all possible tasks in this work and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position's management approved work schedule is required.)

Qualifications

Minimum Qualifications

Education: High school graduation or equivalent
Experience: Five years of library, administrative, supervisory/lead worker or related experience with customer service responsibilities.
Substitution: May substitute relevant, post-secondary education on a year for year basis for up to three years of the required work experience.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:
 Training and Experience Rating = 100%

The examination for Library Circulation Supervisor will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.
Eligible List:  The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Library Circulation Supervisor. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 60 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been certified and their status.
  Veteran's Preference:  This is a classified position requiring an open, competitive selection process.  Veteran's Preference points will be applied after a candidate passes the examination process.  Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
