This position is responsible for participating in the City's development review and site inspections of the City's surface water in order to preserve and enhance this resource; assisting with the development, implementation, and enforcement of the City's surface and stormwater related plans and programs; monitoring construction activities within the City to ensure compliance with permit requirements; and related work as apparent or assigned. This position works with homeowners to ensure Infiltration Basins and Rain Gardens function properly; and provides residents with education materials on these topics. Work is performed under the supervision of the Director of Public Works/Parks and Recreation.

Responsibilities

Essential Work Functions (Illustrative Only):

Coordinates the implementation and enforcement of storm water policies; collaborates with and acts as a point of contact for other local, state, and federal agencies involved in water resources management; assists with stormwater and surface water policy development and recommendations. Ensures compliance with requirements and standards of the Municipal Separate Storm Sewer System (MS4) Permit; Assists with the MS4 Annual Report and ensures submission to the Minnesota Pollution Control Agency (MPCA). Oversees the public education and participation requirements of the MS4 Permit; reviews and responds to resident concerns about storm water quality, pond buffers, pond maintenance, infiltration basins, Rain Gardens, and other storm water related issues. Works with Engineering Technician and Building Official to implement an erosion control specification and enforcement program that satisfies the requirements of the MS4 and National Pollutant Discharge Elimination System (NPDES) permits. Oversees the reviewing and processing of applications for grading permits; assists in the writing and administration of grant applications for various stormwater related programs; works with the GIS Specialist to maintain an inventory of stormwater assets; assists in the development of a citywide surface water monitoring plan; assists with implementation of the City's Comprehensive Wetland Management Plan and the development and implementation of the City’s Comprehensive Surface Water Management Plan.
Prepares information and recommendations to the City Council, commissions and citizen groups on environmental, sustainability, stormwater, and surface water issues affecting the City. Participates in professional group meetings to stay informed of trends and innovations in the field of storm water management. Assists in the development and oversight of long-term stormwater maintenance projects and budgeting; provides recommendations regarding stormwater infrastructure maintenance and improvements; coordinates stormwater improvement project implementation and provides project oversight.

Qualifications

Minimum Qualifications / Necessary Knowledge, Skills, and Abilities

  1. Bachelor's degree in environmental engineering with emphasis in water quality management or closely related field.
  2. One to three years of experience inspecting systems and ensuring compliance with state, federal, regional, and local regulations, standards, and requirements related to storm water operations, or equivalent combination of education and experience.

Other Specifications Valid driver's license in the State of Minnesota.

Desirable Qualifications

Registration as an Engineer in Training (EIT).
  1. Storm Water Pollution Prevention Plan (SWPPP) Certification or the ability to obtain.
  2. Previous experience with urban storm water management.
  3. Storm Water – Construction Installer Certificate or ability to obtain.
  4. Storm Water - Construction Site Management Certificate or the ability to obtain.
  5. Strom Water – Permanent Best Management Practice Maintenance or the ability to obtain.

Knowledge, Skills, and Abilities Required:

Exceptional organizational and multi-tasking skills and ability to prioritize workflow according to immediate demands in a fast-paced environment, with minimal work direction. Ability to understand and follow instructions. Ability to maintain effective working relationships with co-workers and the public. Ability to communicate in a courteous, positive and professional manner. Ability to generate reports/maps using the following: ERSI, ArcMap, ArcInfo, ArcView, mapping, and specialized software. Ability to meet the physical requirements of the position. Ability to type correspondence and forms using Microsoft Office Suite applications. Office tools and equipment including telephone, copier, personal computer, calculator, and mobile radios. Ability to use proper safety precautions related to all work performed.
