This posting may be used to fill multiple vacancies. Telework is available and negotiated at the time of hire. There may be periodic requirements in office, roughly once per quarter or at the discretion of management. As the Human Resources (HR) Project Consultant, you will be responsible for executing strategies to standardize and strengthen HR practices that will have agency-wide impact. This position leads the facilitation, development, and documentation of new and existing critical process and procedures to ensure key functions of the agency can be maintained through transition of personnel or unforeseen disruption to the agency. The HR Project Consultant will be part of a process improvement team reviewing all HR practices, policies, and procedures to identify gaps, recommend efficiencies, and implement improvements.

Teleworking employees are required to live in Minnesota or in a state bordering Minnesota.

Qualifications

Minimum Qualifications

• Three (3) years of professional analysis experience* *Bachelor's degree in a closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience. • Applicants who meet the above requirements will be further evaluated based on the following: • Experience with strategy development, design, and implementation of cross-functional initiatives • Effective oral and written communication, collaboration, and prioritization skills. • Exceptional people skills with demonstrated ability to communicate effectively with both technical and nontechnical audiences. • Critical thinking and strategic planning skills sufficient to analyze and evaluate complex information, research and evaluate alternatives, independently make sound decisions, resolve conflicts and provide guidance on a variety of HR issues.

Preferred Qualifications

• Ability to apply HR functional knowledge to improve business processes • Extensive knowledge of Minnesota State and State of MN principles, practices, and procedures • Demonstrated ability to manage project plans and milestones, with consistent reporting of status updates and results management, including success metrics, throughout project lifecycles
