Job Summary:

As a Learning and Development Specialist, you will have the opportunity to use both the technical and creative sides of learning and development. You will work with processes and with people, with detail and with the big picture, and you will be able to apply an organizational development and continuous improvement mindset in the work that you do. This position will have a primary focus on three main areas of learning and development functions: Manage the agency's New Employee Onboarding program. Create learning pathways for professional and career development. Develop and deliver customized learning solutions for units/teams through various delivery methods, including classroom, blended, and e-learning courses.

Teleworking employees are required to live in Minnesota or a bordering state in a county along the Minnesota state line.

Qualifications

Minimum Qualifications:

Two (2) years of professional experience in learning and development demonstrating the following: Experience in the design and effective delivery of e-*learning and blended learning programs, web- based training development, and synchronous learning content. *Experience presenting, training, and facilitating. *Experience using project management skills to manage multiple complex projects, changing priorities, and ability to meet deadlines in working with *subject matter experts, customers, and team members. Proficient computer and technology skills, including Microsoft Outlook, Word, Excel, PowerPoint, *SharePoint, and Teams to create training materials and positive training experiences. *Incumbent must maintain valid driver's license or have other reliable transportation.

*A bachelor’s degree in human resource development (HRD), organizational development (OD), education, communications, or related field may substitute for one (1) year of experience.

Preferred Qualifications:

Experience coordinating agency-wide onboarding programs. Experience developing learning pathways for professional and career development. Experience consulting and customizing training solutions/interventions for teams or divisions. Certified Professional Coach (CPC).

Physical Requirements:

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
