Perform engineering services relating to the design, construction and maintenance of public works engineering projects; to organize, direct and supervise designated public works engineering programs and projects; and to perform related duties as assigned. (This is the full performance class in this series. Employees at this level are registered as professional engineers. In addition to performing the duties of an Engineer 1's or 2's, incumbents direct designated engineering functions and provide work direction for lower-level engineers and related technical staff.)

- Design roads, bridges, bicycle paths, drainage structures, lake improvements, and other projects.
- Provide engineering support to the Director of Public Works in the establishment of priorities, planning, programming, funding, and review of public works projects and maintenance operations. Organize and oversee the preparation of reports, plans, specifications and cost estimates for individual projects.
- Provide technical assistance on construction projects to Engineering Technicians and Environmental Resource Specialists regarding the design and maintenance of highways, parks, and lake improvement projects; may act as project supervisor on construction projects.
- Direct the surveying for and inspection of construction projects on roads, bridges, lakes, paths, and parks.
- Review and recommend action on reports, correspondence, legislation, proposed developments, and technological advances and improved methodologies pertaining to public works projects.

- Meet with citizens, public officials, other government agencies, department staff, contractors, consultants, and suppliers to exchange information, represent the County's interests, and ensure compliance with County policies.
- Prepare budget recommendations, reports, correspondence, and presentations on programs or projects such as highway construction, street improvement, sewers, drainage, lake improvements and recreational facilities.
- Coordinate the preparation of information for County attorneys, appraisers and mortgage companies relating to right-of-way acquisitions, road construction and liability claims.

TRAVEL: None. - SUPERVISORY DUTIES: No formal supervision assigned but will function as a lead worker and provide work direction, training, and work evaluation for up to 15 FTE including lower-level engineers, engineering technicians, engineering aides, clerical and maintenance-mechanical employees, and other related staff.
Qualifications
- Minimum Qualifications

Education: Bachelor's Degree in Civil Engineering or closely related required. Will accept a BS, MS, or PhD. The bachelor’s degree is the minimum requirement, but a higher degree would be accepted. The same four years’ experience applies.
Experience: Four years of post-baccalaureate experience in civil engineering as a Civil Engineer, Traffic Engineer, or closely related, with experience in the area assigned.
Substitution: None.
Certifications/Licensure: Registration as a Professional Engineer with the State of Minnesota.
Other: The current area assigned for this position is traffic engineering. The four years’ experience should be the following:
- Establishing, operating, and maintaining traffic signal controllers, including integration into a central service located behind network firewall.
- Developing and analyzing various transportation models to reflect/project transportation travel patterns and delay. This includes incorporating input from regional and local travel demand models developed by metropolitan planning organizations or other jurisdictions.
- Developing retiming plans for corridors incorporating specific parameters as it relates to signal operations other unique parameters to accommodate safety and multi-modal transportation at all traffic signals.
- Conducting network traffic analysis to determine need for traffic signal modifications, coordination, and safety improvements along signalized corridors.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as an Engineer 3. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for one month or until hired, whichever occurs first.
Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
