Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Responsibilities

Basic Function

 

The current Human Resources Manager vacancy will manage and direct the Benefits Area.  This position is responsible for leading and managing the benefits and reward strategy for county employees including the countywide plans and promoting the health and wellbeing of our employees. This position directly oversees the benefits administration area which includes both retiree and employee benefits. The position serves as the strategic leader for overall rewards and benefits, which helps recruit and retain employees. In addition to benefits work, this position oversees the managers of the leave programs (FMLA, ADA etc.), worker’s compensation and occupational health and safety. As a group, this area sets the vision, communicates and leads these areas by being strategic partners across Ramsey County and keeping the employees at the center of the work we do. The position presents to the Ramsey County Board regarding benefits, negotiates on behalf of the county with our benefit vendors and consultants and also leads the Labor Management Committee on Insurance.  
 
This position reports to the Deputy Director of Human Resources, serves as a member of the Human Resources management team, and works in collaboration with the finance department, labor relations and compliance department. The position serves as a strategic leader, manager, and advisor who initiates and gathers ideas from across the organization that influence strategy, engagement, and a collaborative and inclusive culture that supports the county's vision, mission, goals, core values, and strategic priorities.

Minimum Qualifications

 

Education: Bachelor's Degree in Human Resources Management, Psychology, Industrial Relations, Business Administration, Public Administration, or a related area. 

 

Experience: Five years of progressive and professional level human resources or human resources related experience with an emphasis in the area assigned, including at least two years working in a supervisory capacity.

 

Substitution: Any combination of education and experience can be substituted for bachelor’s degree and required experience. 

 

Certification/Licensure: None.

Responsibilities of all Human Resources Managers:

  1. Promote a diverse, culturally competent, and respectful workplace.
  2. Lead a division of the department and participate in management of the Human Resources department as part of the Human Resources’ management team. Responsible for setting the goals and objectives of the division of the department; developing, recommending, and implementing new and revised policies; implementing, monitoring and evaluating established programs; and managing the determination and reporting of the department’s performance indicators. 
  3. Participate on countywide teams and task forces to provide HR guidance in the planning, development, coordination and delivery of services; represent the department in service team meetings to identify priority work, solve problems, explain policy decisions and recommend changes to enhance services. Conduct special assignments relating to human resources management as directed.
  1.  Coach, manage, direct, and supervise HR division staff in the provision of comprehensive human resource services to service teams; provide consultation, performance management and professional development to staff.
  2. Develop and recommend budget and manage expenditures and transfers for program areas.
  3. Advise departments of state and federal laws and human resources rules and policies for the administration of appropriate and consistent human resources practices for the county and methods and options for resolving employee or work unit problems.
  4. Analyze state and federal legislation and regulatory changes to determine effect on Ramsey County and prepare recommendations to the Director of Human Resources.
  5. Prepare County Board agenda items and provide justification and written reports as required; represent the department at agenda review.
  6. Ensure proactive, effective communication with the County Manager, Deputy County Managers, county department heads, managers and supervisors to identify service needs.
  7.  Represent the Department and provide decision making authority when needed.
Responsibilities specific to the Human Resources Benefits manager position:
  • Facilitate a total rewards strategy for county employees and direct the provision of countywide plans, program design, strategies, policies and implementation processes in a variety of health service areas to reduce health risks and associated risks and to increase the healthfulness of work environments for employees.
  • Supervises the Benefits Administration Supervisor who manages and directs employee and retiree benefit programs, including medical, dental, life, and disability insurance, pre-tax cafeteria plans, and deferred compensation programs. 
  • Supervise the Disability/Leave of Administration Supervisor who provides the training, instruction and subject matter expertise and consultation to personnel transaction staff and departmental leadership in the areas of FMLA, ADA and other applicable leave programs.
  • Supervise the Occupational Safety and Health Program Administrator who directs and develops the occupational health and safety programs, including assessment of county work environments for actual or potential health risks, and recommendations to departments for preventative measures for actual or potential hazards caused by physical, chemical, biological, mechanical or other factors.
  • Oversee the direction of the employee assistance and health care promotion program.
  • Manage and direct staff who administer the County Workers Compensation program, including claims investigation and administration, negotiation of settlement agreements, and management of workers compensation cases.
  • Develop, issue, and evaluate Requests for Proposal (RFPs) for plan design and purchase of employee and retiree benefit programs and provide recommendations to the County Board.
  • Negotiate the final cost of benefits programs for approval by the Board of Commissioners.
  • Communicate information about benefits programs to employees and retirees.
  • Facilitate and lead the Labor Management Committee on Insurance.
