Economic Competitiveness and Inclusion Plan

Ramsey County is leading the development of an comprehensive economic development strategy, centered around equitable growth and strengthening economic competitiveness. Led by the County with the help of a suite of local and national consultants, the plan will consist of in-depth analysis of the County’s economy:

  • a market and industry cluster analysis
  • a property-based fiscal analysis
  • a county-wide housing assessment

This work will lead to the development of an implementable plan that outlines economic and community objectives to pursue over the next decade. All of the plan’s recommendations will be shaped through a lens of equity, and will be informed by extensive community engagement.

The Impact of COVID-19

COVID-19 has created massive economic disruption throughout Ramsey County. Additionally, communities of color have been disproportionately impacted by the virus and economically (job losses, loss of housing and household wealth, food insecurity, etc.). These trends are informing the EC&I Plan so that the County’s response can maximize economic recovery for all Ramsey County residents and businesses.


Work kicked off in January, 2020 and will run throughout the year, with a final plan and recommendations expected by early 2021.


Ramsey County municipalities, organizations and community groups are providing data, municipal plans and policies. A Steering Committee and working groups made up of community representatives are providing overall leadership as the plan evolves. Residents and business owners are encouraged to provide suggestions and input throughout the plan’s development.
